answer text <p>We want general practitioners (GPs) to deliver the best quality of care to patients and will continue our work to assess what is needed to enable them to deliver services effectively in GP premises.</p><p>The Government has allocated over £4 billion annually in capital funding to systems to invest in maintaining the National Health Service estate and address safety issues. Improvements to existing GP premises can be financed by bidding for NHS England funding or self-funded by the GP practice, including borrowing capital. Often works are funded by a combination of these two options.</p><p>The NHS (General Medical Services) Premises Costs Directions 2013 permit grant awards of up to 66% of the total value of the improvement scheme; practices are expected to meet the remaining costs.</p> more like this

answer text <p>The £1,000 + VAT offered to general practitioner practices is intended to assist with the legal fees associated with documenting a lease. The calculation is based on the fact that the ‘template’ lease has already been negotiated and agreed with NHS Property Services and the British Medical Association, which minimises negotiations with practices.</p><p> </p><p>The nature of lease – either Full Repairing and Insuring or Internal Repairs – determines the level of reimbursement for the current market rent. This includes both the lease rent and an element for upkeep of the tenanted areas. This is set out in the Premises Costs Directions 2013.</p><p> </p><p>Ultimately, it is for the landlord and tenant to agree the terms of any lease to suit their specific circumstances.</p> more like this

answer text <p>The Full Repairing and Insuring Lease is a standard, recognised property industry lease and as such is put forward as a starting point in the Standard Lease Agreement agreed between NHS Property Services (NHS PS) and the British Medical Association in 2016.</p><p> </p><p>NHS England has committed to a date of 30 November 2017 by which it will offer certain additional benefits to general practitioner practices which enter into a Lease. These are as follows:</p><p> </p><p>- NHS England will reimburse Stamp Duty Land Tax for an initial term of up to 15 years;</p><p>- NHS England will reimburse legal fees for conveyancing up to a maximum of £1,000, plus VAT; and</p><p>- NHS England will reimburse the Management Fee for Service Charges for both 2016/17 and 2017/18.</p><p> </p><p>NHS PS is working with all GP practices to facilitate outcomes which work for both parties in all cases, using the framework as outlined by NHS England.</p> more like this

answer text <p>Prior to April 2013, granting funding for the refurbishment and replacement of general practitioner premises was the responsibility of primary care trusts (PCTs). Information pertaining to this period is not held centrally and could only be obtained at disproportionate cost.</p><p> </p><p>Responsibility for funding general practice premises development has now been transferred to NHS England.</p><p> </p><p>Between 1 April 2013 and 1 April 2014, more than 100 business cases for premises development were approved by NHS England. NHS England <ins class="ministerial">will be publishing </ins><del class="ministerial">has now published</del> Principles of Good Practice <ins class="ministerial">later in the autumn. This </ins> <del class="ministerial">that</del> set<ins class="ministerial">s</ins> out how <del class="ministerial">area</del> teams should review and prioritise business case proposals, and since 1 April 2014 a further 46 business cases have been approved.</p><p> </p><p> </p><p> </p>
