Each CPS Area has a lead prosecutor on forced marriage who works closely with the police and other prosecutors. The CPS’s legal guidance on forced marriage assists prosecutors and is reviewed regularly. For example, it was revised last year to address cases where the victim lacks capacity to consent to marriage. Since April 2019, the joint police and CPS forced marriage working group has developed training for prosecutors and agreed a protocol for the investigation and prosecution of forced marriage. Each CPS Area has an identified prosecutor to lead on or deal with these cases. The CPS keeps its legal guidance under review to assist prosecutors to meet these challenges. This will shortly be revised to address cases where the victim lacks capacity to consent to marriage because of a condition affecting their mental functioning. We made forced marriage a criminal offence in 2014 to better protect victims and send a clear message that this abhorrent practice is totally unacceptable and will not be tolerated in the UK. The recent Crown Prosecution Service Violence Against Women and Girls Crime Report, published in September 2016, shows that the volume of prosecutions completed in 2015-16 rose to 53 – a rise from 46 in 2014-15.</p><p>As part of the wider work to improve the police response to so-called ‘honour’ based violence, we will continue to work with partners to review the implementation of the new forced marriage legislation and lead efforts to tackle this crime. The joint Home Office/ Foreign Office Forced Marriage Unit (FMU) leads efforts to combat forced marriage both at home and abroad.</p><p>The FMU works closely with a range of voluntary and community sector and support organisations through an ongoing programme of outreach. We are encouraged by the first conviction secured in June last year, but there is still work to be done. answer	answer is ministerial correction date of answer 10/05/2016 answer text <p>The Crown Prosecution Service (CPS) collects information to show the number of defendants prosecuted for offences relating to forced marriages identified by way of a monitoring flag applied to the case record. The flag is applied where any offence of threatening behaviour, violence or abuse has been carried out in the context of a forced marriage. During the financial year 2014-15 the CPS prosecuted 45 defendants in England and 46 defendants nationally (England and Wales) for offences associated with forced marriages. CPS figures in relation to the financial year 2015-16 will be placed in the House of Commons Library later this year.</p><p>A specific offence of forced marriage was created by section 121 of the Anti-Social Behaviour, Crime and Policing Act 2014 and came into force in June 2014. This offence applies to a person who intentionally forces a person to enter into marriage, believing the person does not consent, or a person who deceives someone into going abroad for the specific purpose of forcing them to marry. The Legal Guidance applies nationally and all prosecutors in the CPS, including those based in Northamptonshire, will refer to it when reviewing forced marriage cases.
