answer text <p>There is significant governance in place to ensure the Single Trade Window (STW) Programme stays within the set parameters of scope, budget and delivery timelines.</p><p> </p><p>The STW will be delivered through strategic releases over several years. This iterative approach will allow regular reviews of delivery against scope, budgets and timelines throughout the Programme’s lifetime and will allow for early escalation and resolution of risks and issues.</p><p> </p><p>Comprehensive internal governance is in place to achieve this. An assurance function within the STW Programme will ensure that functionality developed and released by the Programme’s technical delivery partner delivers the agreed scope and requirements.</p><p><strong> </strong></p><p>In addition to internal Programme governance, the Government’s normal scrutiny through HMRC, HM Treasury, Cabinet Office and the Infrastructure and Projects Authority (IPA) will apply.</p><p> </p> more like this

answer text <p>The 2025 Border Strategy, published in December 2020, committed to deliver a world-leading Single Trade Window (STW). This will provide a gateway between businesses and UK border processes and systems, allowing users to meet their import, export and transit obligations by submitting information once, and in one place.</p><p> </p><p>The goal is to create a seamless new “digital” border, where technologies and real-time data will save time and cost and improve customer experience at the border. This will help UK businesses of all sizes take advantage of new trading relationships and enhance the UK’s position as a global trading partner</p><p> </p><p>There are frequent discussions among colleagues across Government, at both official and ministerial levels, as well as engagement with businesses, to ensure the effective delivery of the Single Trade Window.</p><p> </p><p>Ministers will update the House in due course as the work develops.</p> more like this

answer text <p>HM Treasury and HM Revenue and Customs officials maintain an open dialogue on customs matters with the European Commission, as well as individual Member States and their customs authorities. This includes the UK/EU Trade Specialised Committee on Customs Cooperation and Rules of Origin, which is a joint forum between the UK and the EU that meets annually under the UK/EU Trade and Cooperation Agreement (TCA).</p><p> </p><p>The TCA provides for a range of customs cooperation between the UK and EU, including on facilitating transit movements and ensuring that traders are clear on how to move goods smoothly between our respective borders.</p> more like this

answer text <p>Customs declarations are already required for all imports and exports and are being successfully submitted into HMRC systems and processed electronically.</p><p> </p><p>In 2020, the total number of customs declarations submitted for international trade was 45.4 million, from UK trade with Non-EU countries.</p><p> </p><p>In 2021, the total number of customs declarations submitted for international trade was 78.3 million, made up of 42.9 million from UK trade with Non-EU countries and 34.3 million from GB trade with EU countries.</p><p> </p><p>Customs declarations may also be required by the Northern Ireland Protocol on goods moving between Great Britain and Northern Ireland.</p><p> </p><p>As a large organisation HMRC can and do build flexibility into our plans to ensure we have the necessary resources for future requirements as well as more immediate delivery</p><p> </p> more like this

answer text <p>There are no plans to make Authorised Economic Operator (AEO) status mandatory for customs declarants.</p><p> </p><p>Unlike some countries, the UK does not make AEO status a mandatory requirement for businesses that want to access other customs authorisations and simplifications. These can be applied for through separate authorisations processes. This means UK businesses can tailor their authorisations and simplifications to their business needs.</p> more like this

answer text <p>The Department makes use of customs data to monitor and better understand patterns of demand for imports and exports of goods and is continuously looking at ways improve and integrate complex datasets and techniques further.</p><p> </p><p>The Department also uses customs data from HMRC and UN COMTRADE to analyse trade flows in the context of supply chains. This is done to improve the visibility of UK critical supply chains and inform government resilience strategies. The Department also leads a cross-Government project called the ‘Global Supply Chains Intelligence Pilot’ which aims to combine government and commercial datasets, along with big data analytics, to map global supply chains.</p> more like this
