answer text <p>The UK is committed to preventing and responding to atrocities globally. Since launching in September 2022, FCDO's Mass Atrocity Prevention Hub has been working with international and NGO partners to incorporate best practice, build capacity, and embed atrocity prevention in FCDO. The Hub is producing guidance on the range of diplomatic, development, economic and security interventions to help prevent atrocities, strengthening FCDO's atrocity prevention training offer, and integrating atrocity risk analysis into global horizon scanning and early warning capabilities. The Hub is working to ensure that an atrocity prevention lens is applied across FCDO's work where relevant.</p> more like this

Non-sensitive reports are available on the internet;<br>Countries at Risk of Instability (CRI);<br>US Holocaust Memorial Museum Early Warning Project and other reports available in the public domain from Non-Governmental Organisations;<br>Analysis and assessments shared between Member States, at the UN and international fora.</p><p>The CRI process involves a quantitative and qualitative process to calculate a country's risk of instability by assessing the pressure on a country's government and the resilience of its institutions to withstand further pressures. It uses over 80 indicators including respect for human rights, respect for the law, displacement and political stability. It is an internal document for HMG use and there are no plans to publish the criteria.</p>

answer text <p>The United Kingdom is committed to upholding international law and holding those who commit the most serious crimes accountable for their actions. Under the International Criminal Court Act , crimes against humanity are an offence against the law of England and Wales if committed in England or Wales or outside the United Kingdom by a United Kingdom national or resident or a person subject to UK service jurisdiction. The jurisdiction of the courts in the UK to try crimes is premised on a presumption of territoriality, unless there is express statutory provision to the contrary. It is UK Government policy that the United Kingdom should not provide a safe haven for war criminals or those who commit other serious violations of international law. The UK is committed to helping other countries to prosecute offences that take place within their territory or within their jurisdiction.</p> more like this

answer text <p>A significant increase in violations and abuses of international human rights law and breaches of international humanitarian law can be an indicator of atrocity risks. The UK Government is committed to upholding and defending the international rule of law, and the rights and freedoms of people around the world. Our geographic departments lead on this, working closely with our network of UK Embassies and High Commissions overseas as well as relevant thematic experts within FCDO and partners across government to decide on the UK's response. For example, the cross-government Conflict, Stability and Security Fund has been used in Garissa County in Kenya, which has a long history of ethnic violence and conflict related to resource allocation and extremism, to fund confidence building and skills training for mediation, conflict resolution and negotiation for women who work in local peace committees. More broadly, UK action includes condemning human rights violations and abuses in Cameroon, Central African Republic, Democratic Republic of Congo, Ethiopia, Iraq, Libya, Myanmar, Sudan, Syria and Yemen, and violations of human rights occurring in China. Since the Taliban takeover of Afghanistan, the FCDO has been working with partners to protect human rights.</p>

answer text <p>The UK both supports and funds a number of investigative bodies established by the UN including the International, Impartial and Independent Mechanism (IIIM) in Syria, the UN Investigative Team to Promote Accountability Against Da'esh/ISIL Crimes (UNITAD) in Iraq and the IIM in Myanmar. All of these bodies are charged with collecting and preserving evidence so that accountability can be pursued when the circumstances permit. In the case of Nigeria, this Government will continue to press the Nigerian Government and their security services to uphold human rights and the rule of law; to investigate all incidents of brutality, illegal detentions and the use of excessive force; and to hold those responsible to account. We will continue to engage with civil society, and use our position at the UN, including as a permanent member of the UN Security Council, to raise atrocity situations of concern and to support the deployment of all appropriate tools available to the UN in dealing with potential mass atrocities and conflict. Our focus is always on securing an end to violence and protecting civilians.</p>

answer text <p>The United Kingdom supports various expert bodies that collect evidence of genocide, war crimes and crimes against humanity. In 2016 the UK co-sponsored a UN General Assembly Resolution which established the UN International Impartial and Independent Mechanism (IIIM). The IIIM seeks to assist in the investigation and prosecution of those responsible for the most serious crimes under international law in Syria since March 2011. On 21 September 2017, the United Nations Security Council voted unanimously to adopt UK-drafted Daesh Accountability Resolution 2379. The resolution called for the UN to establish an Investigative Team to collect preserve and store evidence of Daesh crimes. The Independent Investigative Mechanism for Myanmar, established by the UN Human Rights Council, is mandated to collect evidence of the most serious international crimes and violations of international law and prepare files for criminal prosecution. In collaboration with Germany and Denmark, we led the creation of the independent NGO-led International Accountability Platform for Belarus (IAPB), which launched in March 2021. The IAPB aims to 'collect, consolidate, verify, and preserve evidence of gross human rights violations constituting crimes under international law allegedly committed by Belarusian authorities and others in the run-up to the 2020 presidential election and its aftermath' with a view to enabling those responsible to be held to account in future legal processes through appropriate competent courts.</p>

answer text <p>The UK is committed to upholding international law and to ensuring the UK does not provide a safe haven for those involved in war crimes and crimes against humanity.</p><p>The Immigration Rules provide for the mandatory refusal or cancellation of permission to enter or stay in the UK for those whose presence in the UK is not conducive to the public good, for example because of their conduct, character, associations or other reasons. A foreign national may also be excluded from the UK on the basis that it is conducive to the public good.</p><p>Whilst we have a proud history of providing protection to those who need it, we will deny the benefits of refugee status to those who have committed serious crimes, are a danger to the community, or who are a threat to national security. Those refused refugee status who cannot be removed because doing so would breach our obligations under the European Convention on Human Rights, may be granted shorter more restrictive leave, subject to regular review, until they can be removed at the earliest opportunity. They may also have conditions placed on residence, employment and study and be required to report until they can be removed.</p><p> </p><p>The UK can also sanction individuals for human rights abuses using powers in the Sanctions and Anti-Money Laundering Act 2018.</p><p>For those foreign nationals who have gained British citizenship, Section 40 of the British Nationality Act 1981 provides for the deprivation of that citizenship where it is conducive to the public good, and would not make an individual stateless. Deprivation of citizenship where it is conducive to the public good is taken where it is in the public interest on the grounds of involvement in terrorism, espionage, serious and organised crime, war crimes or unacceptable behaviour. Unacceptable behaviour could include activity such as inciting terrorist acts.</p>
