answer text
The UK provided over £196m in response to the devastating hurricanes in September 2017 in the Caribbean. In preparation for this year’s hurricane season, the Department for International Development (DFID), the Foreign and Commonwealth Office and Ministry of Defence have coordinated response plans to support British Overseas Territories and independent Commonwealth countries in the Caribbean. RFA Mounts Bay is in the region with helicopter airlift capacity and stocks of humanitarian relief items. UK supplies have also been pre-positioned on the island of Antigua. In addition the Secretary of State for International Development has instructed the department to ensure that any response to the impact of hurricanes in the British Overseas Territories and independent Commonwealth countries in the Caribbean will have a priority call on our reserves.

DFID is providing expertise to the Caribbean Disaster and Emergency Management Agency (CDEMA) and national disaster offices in our partner countries. DFID also supported establishment of a multinational response coordination centre within CDEMA. In the longer term, the UK is investing over £360m in disaster resilient infrastructure across the Caribbean.

answer text
In my response to previous questions by the Noble Lord, I noted that a lessons learnt process had taken place following the 2017 hurricane season involving a range of Departments of Her Majesty's Government, led by the Foreign and Commonwealth Office (FCO). To protect the integrity of this and future lessons learnt processes, the FCO does not propose to make the results externally available. However, the progress made by Departments against actions identified in the lessons learnt exercise was made available to the House in the form of a Written Ministerial Statement on 4 July. On 16 July I held a "drop-in" session for Members of both Houses to discuss hurricane preparation and recovery.
more like this

This includes more effective coordination and communication with partners and regional countries and structures, clearer guidance on command and control structures, and an improved crisis response framework which identifies the roles and responsibilities of all involved departments. Activities are on-going and there is a DFID mission currently in the region to further assess and support maximum preparedness for 2018.
more like this

answer text
The Foreign and Commonwealth Office (FCO) led an effective and rapid response to the unprecedented impact of Hurricane Irma in the Caribbean. As is standard practice for our response to all crises, a lessons learned process has since taken place led by the FCO and involving a range of Government Departments. To maintain the integrity of future lessons learned processes, we do not propose to share the results of these exercises outside of Government as it is important that the FCO is able to reflect on lessons learned internally as part of our crisis management process. We are now making progress in implementing the actions identified.
more like this

answer text
We have not made a formal assessment of the role of the Commonwealth in the post-hurricane reconstruction of the Caribbean but sustainability will be on the agenda at the April 2018 Commonwealth Heads of Government Meeting in London and Windsor. As the Commonwealth Secretary General, Baroness Scotland, has said, it is important for the international community to continue to support the recovery of the Caribbean islands affected by hurricanes in 2017. The UK is doing so both bilaterally and through international and regional organisations such as the Caribbean Development Bank and Pan American Health Organisation (PAHO).
more like this
