answer	answer is ministerial correction date of answer 20/03/2024 answer text <p>We are in the third year of the current <ins class="ministerial">six</ins><del class="ministerial">6</del>-year £5.2 billion <a href="https://www.gov.uk/government/publications/flood-and-coastal-erosion-risk-management-an-investment-plan-for-2021-to-2027" target="_blank">Flood and Coastal Erosion Risk Management (FCERM) investment programme</a>. This investment programme will better protect hundreds of thousands of homes and businesses from flooding and coastal erosion. At the end of March 2023, approximately £1.5 billion of this funding has been invested with 60,000 properties better protected from flooding and coastal erosion. This was delivered through over 200 completed schemes.</p><p> </p><p>Below is a table which shows properties better protected by Local Authority boundary between April 2021 and March 2023. The figures include Environment Agency, Local Authority, and Internal Drainage Board flood and coastal risk management projects that fall within that boundary. We are unable to provide a breakdown of the type of flood defences for each authority. However, the Environment Agency’s <a href="https://www.gov.uk/government/publications/programme-of-flood-and-coastal-erosion-risk-management-schemes" target="_blank">Programme of flood and coastal erosion risk management</a> shows completed FCERM schemes within the previous <ins class="ministerial">six</ins><del class="ministerial">6</del>-year investment programme (2015-2021), and the first year of the current capital investment programme (2021-2027) which are now better protecting homes.</p><p> </p><p>Each year the Environment Agency also produced a <a href="https://www.gov.uk/government/publications/flood-and-coastal-risk-management-national-report" target="_blank">summary </a>of flood and coastal erosion risk management work carried out by risk management authorities in England. This is required under Section 18 of the Flood and Water Management Act 2010. When the current FCERM investment programme ends, after March 2027, the Environment Agency will publish a report with a breakdown of spending, similar to the report published in <a href="https://www.gov.uk/government/publications/flood-and-coastal-erosion-risk-management-capital-investment-programme-headline-benefits/flood-and-coastal-erosion-risk-management-assessment-of-benefit-of-the-2015-to-2021-capital-investment-programme#:~:text=Between%202015%20and%202021%20government,flood%20and%20coastal%20erosion%20risk." target="_blank">2022</a> after the 2015-2021 investment programme.</p><p> </p><p>Please see the table attached. The Government is clear that local plan priorities will shape funding decisions, with local partners strongly engaged in the first calls due later this month and in the assessment of applications<strong>. </strong> We will review Local Enterprise Partnerships' and partners’ role in the programme in the next 12 months and use that time to work with them to develop proposals for greater local responsibility. The Department will be publishing selection criteria alongside the first calls for projects. answer	answer is ministerial correction date of answer 26/03/2015 answer text <p>The full £2.7 billion European Regional Development Fund allocation for 2007-13 has been committed, and is on track and on course for where we would expect to be at this stage in the programme.</p><p> </p><p>The programme is worth a total of £2,749,090,730 excluding match funding. Since 1 May 2010, the current programme has contracted projects worth a total value of £1,365,042,943.</p><p> </p><p>Of that, £816,874,958 has been paid out from the European Regional Development Fund and £548,167,985 remains to be claimed by grant recipients. All activity, outputs and spend must be completed by September 2015, and recipients then have until the end of December 2015 to submit their claims for expenditure incurred.</p><p> </p><p>As outlined to the hon. answer	answer is ministerial correction date of answer 23/02/2015 answer text <p>My Department has provided £3.3 billion to local authorities in respect of local council tax support schemes in both 2013-14 and 2014-15 and the same amount will be provided in 2015-16.</p><p> </p><p>For the first year of local council tax support only, the Government set out an indicative amount of £40,450,000 attributable to parish and town councils in England. Latest statistics show that 95 per cent of this indicative amount was passed down in 2013-14.</p><p> </p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/398765/Revised_RO1314_Supplementary_Tables_-_Final.xlsx" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/398765/Revised_RO1314_Supplementary_Tables_-_Final.xlsx</a></p><p> </p><p>As schemes are designed and implemented by billing authorities, it is not for Government to calculate on an ongoing basis the appropriate level of funding parishes required. However I have previously written to the small number of authorities which in 2014-15 had no intention to pass on any of the funding to express concern. I also wrote to all billing authorities on 19 February 2015 reminding them of the Government’s clear expectation that they should pass down funding to eligible parishes in 2015-16 and have placed a copy of this letter in the Library of the House.</p><p> </p><p>Every sector of local government should be doing their bit to keep council tax down for hard-working people. Although the referendum principle does not apply to town and parish councils in 2015-16, we continue to keep this option under active consideration. The Government has given new rights for taxpayers to approve or veto excessive council tax rises set by principal local authorities.
