On the 31st December 2020, the UK will leave the Common Fisheries Policy. As we become an independent coastal state, we are committed to working closely with our coastal partners including the EU, Norway and Faroe Islands to manage shared stocks in a sustainable way and share fishing opportunities based on the scientific principle of zonal attachment.

As part of these preparations, the UK has concluded fisheries framework agreements with Norway and the Faroes, the first of which was signed on 30 September and has now been laid before Parliament. These framework agreements will provide the basis for annual negotiations on fishing opportunities and access to waters. In the forthcoming annual negotiations, the UK will seek to ensure the best possible outcomes for the whole of the UK fishing industry and our marine environment.

In addition, Defra officials are engaging regularly with their Greenlandic counterparts on opportunities for enhancing bilateral fisheries cooperation between the UK and Greenland. The government concluded a fundamental review of business rates at Budget 2016 and decided that business rates should remain as a property tax. Respondents to the review agreed that property based taxes were easy to collect, difficult to avoid, relatively stable compared to other taxes and had a clear link with local authority spending. They also raise revenue in a way that is less distortionary than some other taxes. There was no consensus on an alternative tax base. Following the review, the government introduced reforms and reductions worth over £10bn by 2023 to cut the burden of business rates.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1091", "label" : {"_value" : "Biography information for Lord Bates"} } , "answeringMemberPrinted" : {"_value" : "Lord Bates"} , "dateOfAnswer" : {"_value" : "2018-07-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-07-19T15:40:51.09Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2018-07-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Non-domestic Rates"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what plans they have to review the business rates system; and when they expect to make any resulting changes to the system of business rates in England.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4304", "label" : {"_value" : "Biography information for Lord Allen of Kensington"} } , "tablingMemberPrinted" : [{"_value" : "Lord Allen of Kensington"} ], "uin" : "HL9256"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 3, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
