Friend the Chancellor of the Exchequer, announced transformative reforms to childcare for parents, children, and the economy. By 2027/28, the government will expect to be spending in excess of £8 billion every year on free hours and early education, helping working families with their childcare costs. This represents the single biggest investment in childcare in England ever.<\/p><p>Our reforms include:<\/p><ul><li>Providing over £4.1 billion by 2027/28 to fund 30 hours of free childcare for children over the age of nine months.<\/li><li>Investing £204 million from September 2023, rising to £288 million in 2024/25 to uplift the rates for existing entitlements.<\/li><li>Increasing the supply of wraparound care through £289 million start up funding.<\/li><li>Attracting more people to childminding through an up to £7.2 million start up grant fund.<\/li><li>Giving providers more flexibility by changing staff-to-child ratios to 1:5 for two year olds in England.<\/li><li>Launching a consultation on further measures to support reform of the childcare market, to explore further flexibilities for providers.<\/li><\/ul><p>The department regularly survey a representative sample of over 10,000 providers to gain insights into how they run their provision and the challenges they face. We also regularly survey over 6,000 parents to understand their usage of childcare.<\/p><p>This data was used to inform our methodology and the uplift required to meet the pressures providers face, and to evaluate the impact this will have on settings, staff and the sufficiency of childcare.<\/p><p>The department will work closely with local authorities, providers and the sector to identify what needs to be in place to support the expansion in childcare provision including capital requirements as well as workforce, and will share further details in due course.<\/p><p>We are also ensuring a phased implementation of the expansion to the 30 hours offer to allow the sector to develop the necessary capacity.<\/p>"}

Specific regulatory requirements are placed upon employers, ranging from machinery safety to lifting and manual handling, dependent upon the work activity being undertaken. Workers also have the right to be provided with adequate welfare and first aid provisions and the right level of information, instruction and training to enable them to carry out their work safely.<\/p><p> <\/p><p>The Health and Safety Executive\u2019s (HSE) website (at <a href=\"https://www.hse.gov.uk/textiles/index.htm\" target=\"_blank\">https://www.hse.gov.uk/textiles/index.htm<\/a>) provides specific advice for textile businesses on the precautions required in the workplace generally and during the current Covid-19 pandemic.<\/p><p> <\/p><p>HSE has been working alongside other government departments across a range of sectors following up reports and concerns about safety in the workplace and COVID-19 restrictions.<\/p><p> <\/p><p>Throughout the pandemic, HSE has actively engaged with businesses, including clothing manufacturers, by site visits and phone calls, investigating reports from those raising concerns, assessing compliance with health and safety law, and using guidance such as that published about social distancing from the Department for Business, Energy and Industrial Strategy (<a href=\"https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19\" target=\"_blank\">https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19<\/a>) to ensure businesses are adhering to requirements.<\/p><p> <\/p><p>Specifically, since the lockdown, in Leicester HSE has inspected 34 textile businesses to assess compliance with health and safety legislation. Enforcement action has been taken at 8 of these premises and further enforcement action is being considered where non-compliance with COVID-19 risk controls has been found.<\/p><p> <\/p><p>HSE will continue to regulate workplaces by carrying out proactive spot checks over the coming weeks to ensure that appropriate measures are in place to protect workers from COVID-19. In Leicester, HSE has prioritised these spot checks in the textile industry and will take enforcement action to secure compliance where businesses cannot demonstrate they are taking all reasonable steps to make their workplace COVID secure.
