The UK has provided Rwanda with an initial investment of £120m into its economic development and growth as part of the Economic Transformation and Integration Fund (ETIF). Investment has been focused in areas such as education, healthcare, agriculture, infrastructure, and job creation. Building on the recently enacted Economic Crime (Transparency and Enforcement) Act, the Economic Crime and Corporate Transparency Bill will bear down on kleptocrats, criminals and terrorists who abuse our financial system, strengthening the UK's reputation as a place where legitimate business can thrive while driving dirty money out of the UK. It will include reform of Companies House, reforms to prevent abuse of limited partnerships, additional powers to seize suspect cryptoassets more quickly and easily, and reforms to give businesses more confidence to share information in order to tackle money laundering and other economic crime.<\/p>

My right hon. Friend, the Deputy Prime Minister, is giving Strategic Lawsuits Against Public Participation (\u2018SLAPPs\u2019) and libel reform in UK courts urgent consideration in light of reports that Russia and its allies may be funding litigation against free speech in the UK.<\/p>

<\/p>

An urgent call for evidence was launched in response to the challenges presented by the increasing use of SLAPPs \u2013 Strategic Lawsuits Against Public Participation.<\/p>

<\/p>

The call for evidence set out options for possible reforms and sought views on those proposals. It also invited those who have been subject to SLAPPs or who have an interest to share their experiences and the impact on them.<\/p>

<\/p>

The call for evidence closed on 19 May and the Ministry of Justice, working with several other Government departments and regulators, are considering the options for reform. We are aware of the recent report on the online advertising industry published by the Norwegian Consumer Council. The Data Protection Act 2018 and the GDPR is in place to ensure that organisations, including advertising companies, who collect and use personal data do so lawfully and transparently. The Information Commissioner\u2019s Office (ICO) regulates data protection legislation in the UK. It is working with the advertising industry to improve compliance with the law and has published the following blogs which urge organisations to review their processes and systems. Organisations which fail to comply with the legislation may be the subject of enforcement action.<\/p>

The safety and welfare of young people in custody is vital and the Ministry of Justice takes the issues raised in the recent Rainsbrook inspection report extremely seriously. We have taken immediate action to make sure these issues were being addressed by the operator.<\/p>

The Youth Justice Board is responsible for placing all young people in a suitable secure establishment that can safely and effectively manage their individual needs and risks.<\/p>

Table 1 shows the number of new admissions into Rainsbrook Secure Training Centre (STC). Young people can be placed from the community as the result of a custodial remand or sentence being given by the courts, or can be transferred from another youth secure establishment.<\/p>

We have not had recent bilateral discussions with the Government of Angola regarding the food situation. The Government of Angola is leading the food assistance programme to respond to the situation and is best placed to prepare for and lead the response to humanitarian disasters with the support of UN partners. The UK government does not have a bilateral development programme in Angola, but will continue to monitor the humanitarian situation.<\/p>
