The government has invested billions in local services. This year alone, the total social care grant for local government is over £2 billion. In the \u2018Stable Homes Built on Love\u2019 Strategy, the department outlined its plans to build on the strengths of current early help and Child in Need services, through the creation of Family Help.<\/p>

The department is investing £200 million in Children\u2019s Social Care reforms, including £45 million for the Families First for Children Pathfinder programme, which will test how multi-disciplinary family help teams can improve the support that children and families receive. The pathfinder will inform the next stage of the department\u2019s reform programme which will look to deliver transformation more widely.<\/p>

The Government continues to work with mobile operators and suppliers to build an open, flexible, and diverse telecoms supply market, following the recommendations of the Diversification Taskforce, published on 20 April. The Taskforce recommendations are helping to guide our approach to delivering the Diversification strategy, including its core pillar of accelerating the development and deployment of interoperable solutions, such as Open RAN, into the UK\u2019s 5G network.<\/p>

Our engagement with both operators and suppliers continues to be constructive and we are delighted with moves made by industry so far that support our aims. The announcement of numerous Open RAN R&D facilities in the UK is a positive sign that our direction of travel is the right one, and we are working at pace to develop targeted actions to ensure that interoperable technologies are ready to deploy in more resilient network infrastructure. The Government is designing a programme of targeted R&D support, building on existing Open RAN trials, such as the SmartRAN Open Networks Interoperability Centre (SONIC), to level the playing field for smaller suppliers, and we continue to consider all options. The Home Office is committed to publishing data in an orderly way as part of the regular quarterly Immigration Statistics, in line with the Code of Practice for Official Statistics.<\/p>

The rising costs of clinical negligence are a concern and something we are committed to tackling, given that National Health Service funds spent on clinical negligence are resources not available for front line care. In 2018/19 total clinical negligence provision was £83 billion (Clinical Negligence Scheme for Trusts provision was £77.6 billion).<\/p>

NHS Resolution has a responsibility to settle justified claims fairly and promptly and defend unjustified claims to secure NHS resources. We are concerned by the increase in violence towards human rights defenders (HRDs) in Colombia. Reports from the non-governmental organisation (NGO) Somos Defensores indicate that 63 HRDs were killed in 2015, a 13 per cent increase from 2014. The Minister of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for East Devon (Mr Swire), raised this issue during his meeting with President Santos on 12 May. During his visit to Colombia in April, the Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), also raised human rights concerns with the Colombian Deputy Foreign Minister, Patti Londoño-Jaramillo.<\/p>

<\/p>

Ensuring protection and support for HRDs, including leaders of land restitution claims, is a priority area for our Embassy in Bogotá. As well as monitoring specific cases, the UK raises our concerns with the Colombian government at every possible opportunity. Our Ambassador to Colombia recently joined an international community initiative called \u201cAmbassadors with Defenders\u201d that aims to raise awareness of the situation of HRDs and follow up on specific cases. Earlier this year, the Ambassador accompanied the Colombian Minister of Interior to a regional human rights roundtable, where the role of local authorities in taking effective action on HRD cases was discussed. The UK was the only member of the international community invited to this event.<\/p>

With regards to increased protection, on 26 April, President Santos announced the creation of a high level group in charge of investigating threats and killings against HRDs. He invited human rights organisations to appoint five representatives to participate in this group. The Innovation Excellence & Strategic Development Fund (IESD) provides funding from one to three years to support proposals in the health and care field.<\/p>

A total of £658,902 has been awarded by the Department's IESD Fund in 2014-15 to organisations seeking to reduce alcohol and/or drug misuse. This amount is in respect of seven separate projects. The scope of the activity of these projects and the IESD Fund in general is within England only. The main responsibility for funding of services reducing alcohol and drug misuse is for local authorities. The Department does not hold detailed information on local funding.<\/p>
