As announced by the Chancellor in the Spring Budget on 6 March, the government is providing an additional £500m to enable the extension of the Household Support Fund, including funding for the Devolved Administrations through the Barnett formula to be spent at their discretion. This means that Local Authorities in England will receive an additional £421m to support those in need locally through the Household Support Fund.

The funding will be available to Local Authorities in England from 1 April 2024 and will run until 30 September 2024.

The Household Support Fund is not the only way we are supporting people on lower incomes. April’s benefit uprating of 6.7% will see an average increase in Universal Credit of £470, raising the National Living Wage will deliver an increase of over £1800 to the gross annual earnings of someone working full-time on that wage, and uplifting Local Housing Allowance to the 30th percentile of local rents will benefit 1.6 million private renters by, on average, £800 a year.

The Government has also delivered a balanced package of funding through the Local Government Finance Settlement for 2024-25 which makes available up to £64.7 billion. The most relatively deprived areas of England will receive 18% more per dwelling in available resource through the 2024-25 Settlement than the least deprived areas.

As announced by the Chancellor in this year’s Spring Budget, we are also doubling the repayment period for new Universal Credit Budgeting Advances.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4169", "label" : {"_value" : "Biography information for Viscount Younger of Leckie"} } , "answeringMemberPrinted" : {"_value" : "Viscount Younger of Leckie"} , "dateOfAnswer" : {"_value" : "2024-04-08", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "HL3622"} , {"_value" : "HL3624"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-04-08T15:13:28.827Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2024-03-26", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Household Support Fund"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government, further to the announcement by the Chancellor of the Exchequer in the Budget Statement on 6 March that the Household Support Fund has been extended until September, what assessment they have made of the position of local authorities who had already reduced their local crisis support services and disbanded delivery teams.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4290", "label" : {"_value" : "Biography information for Baroness Lawrence of Clarendon"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Lawrence of Clarendon"} ], "uin" : "HL3623"} , {"_about" : "http://data.parliament.uk/resources/1543857", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1543857/answer", "answerText" : {"_value" : "

The Government recognises and values the vital contribution made by carers every day in providing significant care and continuity of support to family and friends, including pensioners and those with disabilities.

Depending on personal circumstances, carers may be eligible for means-tested benefits, including Universal Credit and Pension Credit. Means-tested benefits can be paid to carers at a higher rate than those without caring responsibilities through the Carer Element and the additional amount for carers respectively.

Nearly 60% of carers on low incomes who are of working age and on Carer’s Allowance, also claim a means-tested benefit through which they may be entitled to receive a Cost of Living Payment. We would encourage anyone who is providing unpaid care, and who is not already in receipt of a means-tested benefit, to check on Gov.UK to confirm whether there are other benefits they may be entitled to. Advice can also be sought from organisations such as Carers UK and Citizen’s Advice. Means tested benefits can provide extra weekly income and trigger extra support with the cost of living.

To ensure stability and certainty for households, in the Autumn Statement the Government has announced £26 billion in cost of living support for 2023/24. This includes Cost of Living Payments for the most vulnerable households, an additional £1 billion to help with the cost of household essentials next year and the amended Energy Price Guarantee, which will save the average UK household £500 in 2023-24. In addition, we are uprating benefits for working age households and disabled people, as well as the basic and new State Pensions, all by 10.1%.

Other cost of living support available to unpaid carers includes a non-repayable £400 discount on energy bills available for all domestic electricity customers in Great Britain.

For those who require additional support with the cost of household essentials, we have provided an extension to the Household Support Fund in England backed by £421 million, running from 1 October 2022 to 31 March 2023. Devolved administrations will receive £79 million through the Barnett formula.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4174", "label" : {"_value" : "Biography information for Baroness Stedman-Scott"} } , "answeringMemberPrinted" : {"_value" : "Baroness Stedman-Scott"} , "dateOfAnswer" : {"_value" : "2022-12-01", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-12-01T16:52:30.6Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2022-11-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Carers: Finance"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what plans they have to provide financial support to unpaid carers in response to the impact of the increased cost of living.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1796", "label" : {"_value" : "Biography information for Lord Taylor of Warwick"} } , "tablingMemberPrinted" : [{"_value" : "Lord Taylor of Warwick"} ], "uin" : "HL3623"} , {"_about" : "http://data.parliament.uk/resources/1365293", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1365293/answer", "answerText" : {"_value" : "
