Young carers make an enormous contribution by caring for their loved ones. The department wants to ensure young carers are supported in their education and can take advantage of opportunities beyond their caring responsibilities.<\/p>
The department introduced The Young Carers (Needs Assessments) Regulations in 2015. This is an assessment of needs, conducted by the local authority which must consider whether it is appropriate or excessive for the child or young person to provide care for the person in question, in light of the young carer\u2019s needs and wishes. It also helps to determine whether the care which the young carer provides, or intends to provide, impacts on the young carer\u2019s well-being, education and development.<\/p>
The department added young carers to the annual school census in 2023 for the first time and identified 38,983 young carers, raising their visibility in the school system and allowing schools to better identify and support their young carers. This is providing the department with strong evidence on both the numbers of young carers and their educational outcomes. This also provides an annual data collection to establish long-term trends.<\/p>
As this is a new data collection, the department expects the quality of the data returns to improve over time as the collection becomes established. All schools (except nursery schools) must send this information as part of the spring school census. However, the recording and handling of the information is at the school\u2019s discretion. 79% of schools recorded no young carers in 2023.<\/p>
The department recognises that absence is often a symptom of other problems. The department has a comprehensive support-first strategy to improve attendance, which includes:<\/p>
The department is also building a system of family help by reforming children\u2019s social care. The £45 million Families First for Children Pathfinder programme is testing how multi-disciplinary family help teams can improve the support that children, families and young carers receive.<\/p>

Government remains committed to unlocking the benefits rail freight can deliver, including its role in supporting resilient supply chains. Working alongside Network Rail (NR) and Freight Operating Companies (FOCs), we have taken several urgent steps to increase rail freight capacity to help reduce pressure on HGV driver shortages over the last six months.<\/p>

NR has recently increased the number of train paths available from Felixstowe Port by addressing level crossing risks and made additional paths available from Liverpool Port and London Gateway. NR and FOCs are currently running longer and heavier freight trains, and we are exploring with them whether there is scope to increase this to ensure that capacity is maximised, as well as increase the flow of rail freight on key routes from major ports. Work remains ongoing to secure further opportunities for this.<\/p>

Furthermore, the £8.3 million upgrade of the \u2018Bootle Branch\u2019 railway line serving the Port of Liverpool was completed in September 2021. The 400-metre section of track will allow for an increase from one, to two trains, per hour in each direction.<\/p>

The Department is working closely with industry, the National Health Service and others in the supply chain to help ensure patients can access the medicines they need, including chloroquine, and precautions are in place to reduce the likelihood of future shortages.<\/p>
Chloroquine is not currently licensed to treat COVID-19 related symptoms or prevent infection. Clinical trials are being established to test chloroquine as an agent in the treatment of COVID-19. Supplies of chloroquine for patients that are using this medicine for its licensed indications can be accessed through usual routes. The company has experienced a significant increase in demand recently, so are working with their wholesalers to manage orders and are working hard to make further stocks available. The British Government monitors the situation in Yemen closely, including reports of alleged violations of International Humanitarian Law (IHL). We take these reports very seriously. We have raised our concerns with the Saudi Arabian authorities, who have provided assurances to us that they are complying with IHL. We continue to engage with them on those assurances, and we urge all sides to investigate such incidents fully. The Ministry of Defence continues to monitor alleged incidents internally, using available information, which in turn informs our overall assessment of IHL compliance in Yemen. We are offering Saudi Arabia advice and training to demonstrate best practice and to help ensure continued compliance with International Humanitarian Law.<\/p>
With respect to UK arms exports to Saudi Arabia, all applications for strategic export control licences for military and dual-use goods are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria (the Criteria), in a manner consistent with the UK\u2019s international obligations. A licence will not be issued for export of items to any country if to do so would be inconsistent with any mandatory provision of the Criteria, including where we assess there is a clear risk that the items might be used in the commission of a serious violation of IHL.<\/p>
The Government is satisfied that extant licences for Saudi Arabia are compliant with the Criteria. Our export licensing system allows us to respond to changed circumstances and new information as and when necessary.
