The department is committed to ensuring that care experienced children and young people are supported to succeed in education and achieve positive outcomes. Every local authority in England must appoint a Virtual School Head, who has a statutory duty to promote the educational attainment of all children in their care. Looked-after children have priority in school admission and attract Pupil Premium Plus funding of £2,410 per child, up to age 16. This is managed by the Virtual School Head, who works with the child’s education setting to deliver objectives in the child’s individual Personal Education Plan. Since September 2018 Virtual School Heads also have a duty to promote the educational achievement of pupils who are no longer looked after.

Our statutory guidance sets out Virtual School Heads’ duties, whilst Ofsted’s inspection framework for local authorities instructs inspectors to look at the effectiveness and impact of the virtual school on outcomes for children in care, including the use of Pupil Premium Plus.

In October 2021 we launched a £3 million pilot in 30 local authorities to extend Pupil Premium Plus funding to looked-after children and care leavers in post-16 education. This initially ran until March 2022 and has been extended with an additional £5 million of funding now supporting a total of 58 local authorities in 2022/23.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4806", "label" : {"_value" : "Biography information for Claire Coutinho"} } , "answeringMemberConstituency" : {"_value" : "East Surrey"} , "answeringMemberPrinted" : {"_value" : "Claire Coutinho"} , "dateOfAnswer" : {"_value" : "2022-12-01", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "97716"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-12-01T14:13:42.937Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2022-11-28", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Children in Care: Education"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, what steps is she taking to help raise the attainment of children and young people who have experienced care.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4471", "label" : {"_value" : "Biography information for Rachael Maskell"} } , "tablingMemberConstituency" : {"_value" : "York Central"} , "tablingMemberPrinted" : [{"_value" : "Rachael Maskell"} ], "uin" : "97717"} , {"_about" : "http://data.parliament.uk/resources/1239414", "AnsweringBody" : [{"_value" : "Department for Digital, Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1239414/answer", "answerText" : {"_value" : "

The Government is committed to the delivery of world-class digital infrastructure, including 5G, across the UK. Our ambition is for the majority of the population to have access to a 5G signal by 2027.

All four mobile network operators have launched 5G networks, with 5G services now available in over 100 towns and cities across the UK. Whilst the vast majority of investment in 5G will be made by industry, the department is funding the research and trials of 5G networks through the £200m 5G Testbeds and Trials Programme which invests in targeted projects across the UK to build the commercial case for 5G.

The Government is also committed to reducing the barriers to the deployment of mobile infrastructure. As part of this, the Government has announced that, subject to a technical consultation, it intends to take forward reforms to the planning system to support the deployment of 5G and extend mobile coverage. The Government also intends to consult on whether changes to the Electronic Communications Code are needed to support these aims.
