I have had frequent discussions with the Department for Business and Trade, across government, trade unions and with the Deputy First Minister of Scotland, to support activity at Harland and Wolff sites across the United Kingdom. This country has a long and proud history of shipbuilding and fabrication, and I am confident that this Government is taking appropriate steps to support the sector in Scotland in partnership with the Scottish Government and the company itself. Can I refer the Hon Gentlemen to the market update from the company dated Friday 19 July, and the Written Ministerial Statement presented to the House on Monday 22 July for more information.

The Dormant Assets Scheme is led by industry and backed by the government with the aim of reuniting people with their financial assets. Where this is not possible, this money supports important social and environmental initiatives across the UK.

As a voluntary Scheme, industry stakeholders have been at the forefront of efforts to bring assets from the insurance and pensions, investment and wealth management, and securities sectors into scope. This includes leading work to estimate the value of dormancy currently in each sector and using their experience and understanding of reunification processes to inform their estimates of how much could be reunited with their owners successfully. The government is grateful for their work on this and has no plans to review their estimates or methodology at this time.

The following table sets out estimated value of assets that are dormant in each of the new asset classes to be included in the expanded Dormant Assets Scheme, broken down by sector:

Consistent data at this level of detail for the treatment of material collected for recycling is only available for the last four years when a new more detailed data reporting structure was introduced. Table 1 below shows the tonnages of all local authority waste collected in England for recycling as source segregated or comingled material that is sent to landfill, incineration and recycling.

All local authority waste will primarily relate to household waste (approximately 90 per cent) but will include a proportion of non-household waste. The data does not distinguish between material that became refuse derived fuel and solid recovered fuel; a total for material sent for incineration has been provided. Repurposing has been interpreted to mean recycling (including preparation for reuse); detailed information on the specific end uses is not collected.

Due to the complexity of the data and the multiple treatment stages that the material may go through, any consequent slight differences in data recording or cases of unknown treatments, it is possible that there are tonnages that are not fully captured in the landfill and incineration figures but these will be small (a combined maximum 20-40 thousand tonnes in total in any of these years).
