In cases of localised flooding, we expect local authorities to have well established contingency measures in place and both the existing budgets and resources to respond and support their local communities.<\/p>

The emergency Bellwin scheme was activated after Storm Ciara on 10 February and Storm Dennis on 17 February 2020. The scheme was activated for qualifying areas in West Yorkshire, Cumbria and Lancashire which have seen significant impacts following Storm Ciara. It has also been activated for qualifying areas in Nottinghamshire, Leicestershire, Derbyshire, Shropshire, Telford and Wrekin, Worcestershire and Herefordshire which have seen significant impacts following Storm Dennis. Under the scheme, local authorities dealing with the flooding can apply to have 100% of their eligible costs, above a threshold, reimbursed by the government. This could be for items including rest centres, temporary accommodation and staff overtime.<\/p>

Under the Children Act 1989 the court may make a child arrangements order to determine with whom a child is to live or spend time. Prior to 22nd April 2014 such orders were called contact and residence orders. Unlike parents, grandparents and other family members can only make an application for a child arrangements orders with the permission of the court. The requirement to apply for the court\u2019s permission is not designed to be an obstacle to grandparents, or other close relatives, but to act as a filter to sift out those applications that are clearly not in the child\u2019s best interests. Experience suggests that grandparents (or other interested relatives) would not usually experience difficulty in obtaining permission where their application is motivated by a genuine concern for the child.<\/p>

The Department does not collate figures on applications for a child arrangements order where the court\u2019s permission has been sought. This information could only be obtained by manually checking each case file at disproportionate cost.
