The Office of the Secretary of State for Wales regularly engages with Welsh Government, Transport for Wales and a range of stakeholders regarding cross-border rail infrastructure. This includes work to understand options for improvements to the Wrexham-Bidston line.

As part of the Government’s statutory annual review of benefits, Universal Credit and a number of other benefits will be uprated in line with September’s CPI of 3.1% in April.

We are additionally providing support worth over £20 billion across this financial year and next that will help families with the cost of living. This includes cutting the Universal Credit taper rate from 63% to 55%, and increasing Universal Credit work allowances by £500 p.a. to make work pay. This change means that 1.9m households will on average keep around an extra £1,000 on an annual basis. We have frozen alcohol and fuel duties to keep costs down, and provided a £9.1 billion package announced in February 2022 to help households with rising energy bills. On top of this, we are increasing the National Living Wage by 6.6% to £9.50 an hour in April 2022 which will benefit more than 2 million workers.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4655", "label" : {"_value" : "Biography information for Sir Simon Clarke"} } , "answeringMemberConstituency" : {"_value" : "Middlesbrough South and East Cleveland"} , "answeringMemberPrinted" : {"_value" : "Mr Simon Clarke"} , "dateOfAnswer" : {"_value" : "2022-03-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-03-15T14:23:12.023Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2022-03-08", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Social Security Benefits: Uprating"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, if he will ensure that people in receipt of universal credit or legacy benefits will receive an additional uplift in the Spring Statement 2022 as a result of the recent increase in the cost of living.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4471", "label" : {"_value" : "Biography information for Rachael Maskell"} } , "tablingMemberConstituency" : {"_value" : "York Central"} , "tablingMemberPrinted" : [{"_value" : "Rachael Maskell"} ], "uin" : "136598"} , {"_about" : "http://data.parliament.uk/resources/1275761", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1275761/answer", "answerText" : {"_value" : "

Personal health budgets are not about new money, nor are they about cutting costs. They are about using National Health Service money that would have already been spent on an individual, in a different way to meet their identified health needs.

Evidence from the evaluation of the personal health budget pilot programme, showed that personal health budgets can support a move from unplanned, emergency care to planned care, and that they are cost effective in comparison to conventional services. It also found that people with the highest levels of need experienced similar or improved outcomes when using a personal health budget. The full evaluation report of the personal health budget pilot programme can be found here:
