The Environment Agency undertakes a risk-based approach and may inspect U1 sites if it receives intelligence or complaints suggesting illegal activity.

The Government is currently reviewing the waste exemptions element within the environmental permitting regime to prevent the use of exemptions, including the U1 exemption, to cover illegal activity. A Government response will be published in the spring. The Environment Agency is also developing a charges scheme for 2024, which will help fund proactive compliance assessment at exempt sites.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4380", "label" : {"_value" : "Biography information for Jo Churchill"} } , "answeringMemberConstituency" : {"_value" : "Bury St Edmunds"} , "answeringMemberPrinted" : {"_value" : "Jo Churchill"} , "dateOfAnswer" : {"_value" : "2022-02-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-02-22T14:47:29.017Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2022-02-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Waste Disposal"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, what steps he is taking to ensure that U1 waste exemptions are not being used to dispose of waste illegally.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4050", "label" : {"_value" : "Biography information for Gordon Henderson"} } , "tablingMemberConstituency" : {"_value" : "Sittingbourne and Sheppey"} , "tablingMemberPrinted" : [{"_value" : "Gordon Henderson"} ], "uin" : "122644"} , {"_about" : "http://data.parliament.uk/resources/1256909", "AnsweringBody" : [{"_value" : "Department for Digital, Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1256909/answer", "answerText" : {"_value" : "

The government, with advice from SAGE, reviewed the impact of the previous tiering arrangements and decided that unfortunately stricter rules on tier 3 closures would be necessary to have an impact on the rate of transmission in very high alert areas. This led to the decision that all hospitality and indoor entertainment venues in tier 3 areas would have to close, including casinos, bingo halls and adult gaming centres. SAGE advice is independent and published on a regular basis on: www.gov.uk/government/organisations/scientific-advisory-group-for-emergencies

The government has continued to engage with the land-based gambling sector throughout the pandemic, including with its trade associations the Betting and Gaming Council, Bacta and the Bingo Association. The Minister for Sports, Heritage and Tourism has had a series of roundtable discussions with the industry to discuss the impact of Covid-19, including representatives from two of Britain’s largest AGC operators. DCMS officials have been in regular contact with the representative trade associations and fed their views into the government decision-making process, and they are continuing to do so.

Government has set out an analysis of the health, economic and social impacts of the tiered approach, which can be found at https://www.gov.uk/government/publications/the-health-economic-and-social-effects-of-covid-19-and-the-tiered-approach.
