The Adoption Support Fund was developed in recognition that children who have left the care system, through adoption or special guardianship orders, were not getting the therapeutic support necessary for them to attach to their new permanent parents and carers.<\/p>

The law is very clear that children in foster care must have a care plan that sets out their needs and how their local authority will meet them. The care plan should include information about the child\u2019s emotional and behavioural development, and how any emotional or behavioural difficulties are to be managed. It must also include what support should be available to the foster carer to meet the needs of the child.<\/p>

From 2019 to 2021, the government have invested over £1 million to pilot high quality mental health assessments to maximise learning and inform changes needed to the mental health assessments of looked after children going forward.<\/p>

The pilots generated considerable learning and we will be working closely with NHS England and the Department of Health and Social Care to ensure learning from the pilots is embedded in service delivery for looked after children moving forward, building on the commitment in the NHS Long-Term plan. The Government is committed to tackling and preventing all forms of sexual misconduct and assault.<\/p>

Under the Licensing Act 2003, all licensed premises must comply with four statutory licensing objectives, one of which is the prevention of crime and disorder. Where there are concerns about an application for a licence arising from the way the premises propose to operate, the customers it will attract, or the incidence of sexual offences in its area, a licensing committee may decide to place conditions on its licence requiring measures to prevent sexual offending.<\/p>

The Government will launch a review of the commercial landlord and tenant relationship later this year.<\/p>

This is in response to growing concerns that the current commercial leasehold legislation has not kept pace with the realities of the sector, and will seek views on how to ensure a flexible and fit-for-purpose system that enables sustainable occupation of thriving high streets and town centres as we recover from the pandemic and beyond.<\/p>

It will consider a broad range of issues including the Landlord & Tenant Act 1954 Part II, different models of rent payment, and the impact of Coronavirus on the market. Tackling homelessness and rough sleeping in all its forms is a key priority for this Government and we have taken huge steps this year, working with local authorities and their partners to protect vulnerable rough sleepers during the pandemic.<\/p>

We do not have an age breakdown of the people accommodated during the ongoing emergency response but the \u2018Everyone In\u2019 campaign has supported over 29,000 vulnerable people, with over 10,000 in emergency accommodation and nearly 19,000 provided with settled accommodation or move on support.<\/p>

We have also put in place bespoke support for local authorities through our Homelessness Advice and Support Team, which includes dedicated youth homelessness advisor roles that have a commitment to work with local authorities to proactively promote positive joint working across housing authorities and children\u2019s services, offering training, advice and support to all local authorities.<\/p>

This year we have provided £90,000 to St Basil\u2019s to fund Youth Voice, a training scheme for 40 young homeless people across the country. In October 2019, we launched the first stage of a two-part consultation on Part L and Part F of the Building Regulations. We proposed an ambitious uplift in the energy efficiency of new homes through the introduction of a Future Homes Standard.
