On 6 March 2024, the Government confirmed over £1 billion of budget will be available in the Contracts for Difference Allocation Round 6 auction, including £800 million allocated to offshore wind. This followed the announcement in November that the administrative strike prices for fixed and floating offshore wind had been increased by 66% and over 5 0% respectively, since the previous allocation round. This budget announcement makes this the largest round yet, with four times more budget available to offshore wind than in the previous round.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4601", "label" : {"_value" : "Biography information for Andrew Bowie"} } , "answeringMemberConstituency" : {"_value" : "West Aberdeenshire and Kincardine"} , "answeringMemberPrinted" : {"_value" : "Andrew Bowie"} , "dateOfAnswer" : {"_value" : "2024-05-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-05-21T16:39:42.633Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "215"} , "answeringDeptShortName" : {"_value" : "Energy Security and Net Zero"} , "answeringDeptSortName" : {"_value" : "Energy Security and Net Zero"} , "date" : {"_value" : "2024-05-16", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Wind Power: Seas and Oceans"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Energy Security and Net Zero, if she will make an assessment of the effectiveness of steps taken by (a) her Department and (b) the Treasury on ensuring that the Contracts for Difference Allocation Round 6 delivers more offshore wind capacity than Allocation Round 5.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4736", "label" : {"_value" : "Biography information for Dave Doogan"} } , "tablingMemberConstituency" : {"_value" : "Angus"} , "tablingMemberPrinted" : [{"_value" : "Dave Doogan"} ], "uin" : "26757"} , {"_about" : "http://data.parliament.uk/resources/1714026", "AnsweringBody" : [{"_value" : "Department for Energy Security and Net Zero"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1714026/answer", "answerText" : {"_value" : "

As set out in the accompanying note to the Budget Notice[1], the reference prices we use for the CfD budget are an output from the Department’s main power model and are characteristic of decarbonisation pathways that are net-zero consistent. Wholesale electricity prices are driven by many factors including electricity demand profiles, the plants that generate to meet this demand, as well as fuel price assumptions and carbon price assumptions. Changes in reference prices between rounds depend on the assumptions used in power modelling and the delivery years for each allocation round.

Suppliers have so far carried out 150,000 assessments to make sure those impacted get the compensation they deserve. Of these cases, around 2,500 customers were identified as needing compensation - and around 60% of those have received it, with payments planned for another 1,000 customers. We expect suppliers to work day and night to issue these remaining payments - there is no excuse for delay. While this is a matter for Ofgem, I have spoken to Ofgem about their responsibilities and the need for suppliers to speed up payments. The Department makes available over £3 million each year to community transport operators through the Bus Service Operators Grant (BSOG), supporting them to continue delivering inclusive and accessible transport across the country.

An uplift of 60% has been added to BSOG claims for community transport operators until 31 March 2025. This means operators will receive £1.60 for every £1 claimed, reflecting the increased costs faced by the sector.

We also encourage Local Transport Authorities to engage with community transport operators when preparing their Bus Service Improvement Plans which are vital in setting out an areas’ long term plans for bus services and how they will be improved.

The bus fare cap, only available in England, has proven popular with bus passengers in communities across England, particularly in rural and non-metropolitan areas, where our statistics show the overall price of bus fares between September 2022 and September 2023 dropped by almost 11%.

Our £20 million Rural Mobility Fund (RMF) in England, also devolved, is supporting 16 innovative, demand-led minibus trials in rural and suburban areas across 16 local authorities in England. These pilots are exploring whether Demand Responsive Transport (DRT) can serve these communities more effectively than traditional public transport solutions alone.

The Armed Forces have no plans to raise the minimum age of recruitment. All recruitment into the UK military is voluntary and no young person under the age of 18 years may join our Armed Forces unless their application is accompanied by the formal written consent of their parent or guardian. We take the duty of care towards all recruits seriously, in particular those under 18 years of age. We have robust, effective and independently verified safeguards in place to ensure that under-18s are cared for properly.

Service personnel aged under 18 are not deployed on hostile operations outside the UK or on any operations where they could be exposed to hostilities. All new recruits, regardless of age, can discharge within their first three to six months of service.

Our policies on under-18s in Service comply with national and international law. In addition to the comprehensive welfare system that is in place for all Service personnel we remain fully committed to meeting our obligations under the UN Convention on the Rights of the Child, Optional Protocol on the Involvement of Children in Armed Conflict, and have taken steps to bestow special safeguards on young people under the age of 18.

The provision of education and training for 16-year-old school leavers provides a route into the Armed Forces that complies with Government education policy and offers a significant foundation for emotional, physical and educational development throughout an individual's career. All recruits aged under 18 receive key skills education in literacy and numeracy, should they need it, and all are enrolled in apprenticeships. The Armed Forces remain the UK's largest apprenticeship provider, equipping young people with valuable and transferable skills for life. Over 95% of all recruits, no matter what their age or prior qualifications, enrol in an apprenticeship each year. The Armed Forces offer courses in a wide range of skills, such as engineering, information and communications technology, construction, driving, and animal care. Ofsted regularly inspects our care of newly joined young recruits, and we are very proud of the standards we achieve.
