In December 2018, the Government set out its proposals in \u201cthe UK\u2019s future Skills-based Immigration System\u201d White Paper. The White Paper proposals include a new route for skilled workers which will be open to anyone at RQF level 3 and above, irrespective of where they are applying from. This route will not be capped allowing all of those who meet our requirements to come to the UK.<\/p>


The White Paper also includes a transitional route for temporary workers which will be open to anyone from qualifying countries, wishing to fill positions at any skill level, for up to 12 months. China is a priority market for UK food and drink exports and Defra has been working closely with the UK poultry industry and the Department for International Trade, including with colleagues in Beijing, to identify and develop trade opportunities in the poultry sector.<\/p>

<\/p>

We are currently unable to export poultry to China due to a ban which China imposed following outbreaks of Highly Pathogenic Avian Influenza (HPAI) that occurred in the UK in poultry from 2014-2017. We have achieved a number of positive steps towards lifting the ban, including the UK being recognised as officially free from HPAI by the World Organisation for Animal Health (the OIE) since September 2017. The UK also successfully hosted a Chinese inspection visit of Avian Influenza controls in the UK during September 2018.<\/p>

<\/p>

Whilst the ban remains in place, the Chinese inspection report was positive with regards to the strength of our HPAI controls. We will continue to work across Government and with industry to enable the ban to be lifted.<\/p>

<\/p>

Once the ban is lifted, we can progress to resuming live exports of poultry, which was an open export market prior to the implementation of the ban.<\/p>

<\/p>

Following re-opening of pre-existing trade, we can then undertake the longer process of opening a brand new market for the poultry sector, namely poultry meat exports. On 10 January 2019 HMRC introduced a new Profit Diversion Compliance Facility for Multi-National Enterprises using arrangements targeted by the Diverted Profits Tax (DPT) to give them the opportunity to bring their UK tax affairs up to date.<\/p>

HMRC does not hold the information about the value of transactions through transfer pricing arrangements in each of the last five years.<\/p>

HMRC has increased the number of staff dealing with international tax risks, including transfer pricing. As at 30 April 2018, there were 365 full time equivalent staff working on international risks, including transfer pricing and DPT. HMRC recognises the importance of identifying and tackling international tax risks and is invested in building the capability of the staff involved. These skilled staff work with other expert industry and tax specialists to tackle those cases that represent a substantial risk of tax loss to the Exchequer in line with HMRC\u2019s \u201cresource to risk\u201d compliance policy.<\/p>
