Under the Electrical Equipment (Safety) Regulations 2016 any distributor, including those selling second-hand goods online, must act with due care to ensure that electrical products are safe.

The Government recognises the challenge in applying and enforcing legislation to online sales, where consumers can import goods directly from outside the UK. The Office for Product Safety and Standards (OPSS) was set up, in part, to meet the evolving challenges of product safety by responding to the increasing rate of product innovation, the growth in online shopping and expanding international trade.

OPSS is gathering evidence on the online sales of second-hand electrical goods and the prevalence of these sales. It will use this information to provide advice to consumers and to sellers of goods about their responsibilities when selling or buying second-hand electrical goods online.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4487", "label" : {"_value" : "Biography information for Kelly Tolhurst"} } , "answeringMemberConstituency" : {"_value" : "Rochester and Strood"} , "answeringMemberPrinted" : {"_value" : "Kelly Tolhurst"} , "dateOfAnswer" : {"_value" : "2019-07-02", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-02T14:09:55.883Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2019-06-26", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Electrical Goods: Secondhand Goods"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps his Department is taking to ensure that second-hand electrical products sold online meet the relevant safety standards.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4412", "label" : {"_value" : "Biography information for Dr Lisa Cameron"} } , "tablingMemberConstituency" : {"_value" : "East Kilbride, Strathaven and Lesmahagow"} , "tablingMemberPrinted" : [{"_value" : "Dr Lisa Cameron"} ], "uin" : "269803"} , {"_about" : "http://data.parliament.uk/resources/1130979", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1130979/answer", "answerText" : {"_value" : "

The future funding for social care will be considered alongside other local government services at the Spending Review.

The Government is undertaking a review of the relative needs and resources of local authorities in England, with a view to setting fresh baseline funding levels. The recent consultation on this proposed a specific formula for adult social care that includes cost drivers for both older people and working age adults.

All councils have statutory duties to look after the vulnerable, elderly and disabled people in their area. By passing the Care Act 2014, this Government established a national threshold that defines the care needs that local authorities must meet. This eliminates the postcode lottery of eligibility across England.

To help claimants with mental health conditions access the support they need we have been working in partnership with the NHS and Improving Access to Psychological Therapies (IAPT) across Buckinghamshire and Milton Keynes.

Work Coaches based at Milton Keynes Jobcentre are now able to make direct referrals to the local IAPT service. Following a referral, the initial assessment of needs takes place within the Jobcentre in a private interview room and is completed by the IAPT Assessor, a qualified Work Psychologist. Claimants can elect to have the assessment take place at an alternative venue other than the Jobcentre should they choose.

The initial assessment is a gateway to the IAPT service and claimants will continue to receive support through the IAPT programme where appropriate.
