We welcome this report which highlights some of the key challenges for rural areas.<\/p>

We are providing funding to put in place the infrastructure that rural areas need. We are investing £5 billion so hard-to-reach areas can get gigabit speeds. Over 67% of UK premises can now access gigabit-capable broadband. The Government-led £1 billion Shared Rural Network will also roll out fast and reliable 4G coverage to 95 per cent of UK landmass.<\/p>
<\/p>
We are committed to levelling up rural areas, with over £2.6 billion committed nationwide via the UK Shared Prosperity Fund to spread opportunity.<\/p>
The Government has made a clear commitment to rural proofing. There are 29 command appointments at one-star level and above within the Royal Navy, 42 within the Army, 18 within the Royal Air Force and 26 within Strategic Command. The table below shows a breakdown by role although for security reasons two Strategic Command posts are not included.<\/p>

While broadly similar, the three services and Strategic Command use slightly different criteria for 'command appointments' because of their structural differences. Senior service officers also hold command appointments in roles outside of their service, for example in NATO. In the Agreement it is clearly expressed and defined in relation to people living in Northern Ireland.<\/p> As a general obligation there is no definition of particular circumstances in which it does or does not apply.<\/p> <\/p> As I have set out in previous replies to the Noble Lord, this Government is firm in its commitment to the protection of people against any form of discrimination, and the promotion of opportunity for all, across the whole of our United Kingdom.<\/p> <\/p> In respect of the Noble Lord\u2019s question about those who might march wearing army uniforms but who are not members of an army, the concept of parity of esteem clearly does not absolve people from upholding the law. This Government has made clear many times that we will never accept any form of equivalence between members of the security forces and those who engage in terrorism or other forms of paramilitary activity.<\/p> <\/p> <\/strong><\/p>"}
