The UK has pressed the warring parties to agree to a permanent ceasefire, to protect civilians and to allow unrestricted humanitarian access, both cross-line and cross-border, so that aid can reach people in desperate need. Medically downgraded personnel are those personnel who have been assessed by a medical board and subsequently awarded a Medical Deployability Standard of either Medically Limited Deployable (MLD) or Medically Non Deployable (MND).<\/ins><\/p>

<\/p>

The rise in MLD and MND rates is likely to be multifactorial and is a result of extrinsic and intrinsic factors. MOD are committed to retaining personnel in specialist trades or who possess niche skills that benefit Defence, and this may contribute to the increasing number of MLD and MND personnel. However, there are a range of interventions being delivered to address employability and deployability which are intended to mitigate the impact on Defence whilst continuing to provide the necessary medical support to our people.<\/ins><\/p>

The number of incidents of a prisoner assault leading to a prison staff member requiring hospital treatment 2018-2022 can be found in the attached table. Data on staff assaults for the calendar year 2023 is subject to future publication on 25 April, in \u2018Safety in custody: quarterly update to December 2023\u2019.<\/p>

Changes were made to the recording of assaults in April 2017 that affects the reporting of hospitalisation. This change means that a comparable time series for this question can only be provided from 2018 onwards.<\/p>

Staff must be able to expect a safe and decent work environment. We will not tolerate any violence against prison officers, and prisoners who are violent towards staff will face the full consequences of their actions.<\/p>

We are committed to making prisons a safe place to work and providing prison officers with the right support, training and tools to empower them to do their jobs.<\/p>

To protect staff and prisoners in very serious assaults, we have rolled out PAVA \u2013 a synthetic pepper spray \u2013 for use by prison officers in the adult male estate. Staff are able to use the PAVA spray where there is serious violence or an imminent or perceived risk of it.<\/p>

We have rolled out a new Body Worn Video Camera system which has increased the overall number of cameras across public sector prisons to over 13,000. This enables every operational band 3-5 officer on shift to wear a camera. The Rehabilitation of Offenders Act 1974 (the ROA) sets out when an offender is considered to be \u2018rehabilitated\u2019 for the purposes of the Act and the relevant rehabilitation periods for cautions and convictions (also referred to as when a caution or a conviction become \u2018spent\u2019). This does not mean that an offence is dropped from their record, rather that the offender only needs to disclose the spent caution or conviction in some circumstances.<\/p>

The ROA also provides that where a person commits another offence before the first has become spent, then the rehabilitation periods for all sentences<\/ins> are extended to the longest period. This is set out in section 6 of the ROA and referred to as \u2018the drag on effect\u2019.<\/ins> The ROA sets out that, as with other indeterminate sentences, IPP sentences<\/del> Imprisonment for Public Protection (IPP) and Detention for Public Protection (DPP) sentences are excluded from rehabilitation and therefore<\/ins> can never become spent, regardless of whether the licence is terminated or not. The same, therefore, applies to any unspent caution or conviction imposed on the offender prior to the IPP sentence.<\/del><\/p>

We have taken action through the Victims and Prisoners Bill to curtail IPP licence periods to give offenders the opportunity to move on with their lives. Whether the ROA should be reviewed in the light of these changes would require further consideration in the context of indeterminate sentences generally.<\/del><\/p>

A conviction imposed on an offender before a sentence of IPP will not be spent if, at the time the IPP or DPP was imposed, the sentence for that conviction was still in its rehabilitation period. However, any sentence which is not excluded from rehabilitation, and is received after an IPP or DPP sentence is imposed, will become spent in respect of the usual rehabilitation periods set out in section 5 and 6 of the ROA. <\/ins><\/p>

The UK\u2019s position on settlements is clear: they are illegal under international law and undermine the prospect of a two-state solution.<\/p>

Under the existing UK-Israel trade agreement, goods originating from illegal Israeli settlements are not entitled to tariff and trade preferences under either the agreement between the UK and Israel, n<\/ins>or the agreement between the UK and the Palestinian Authority<\/ins> Liberation Organization<\/del>.<\/p>

I can confirm that t<\/del>T<\/ins>his will not change in the upgraded FTA with Israel. The UK will not compromise on any of our longstanding positions on the Middle East Peace Process throughout this negotiation, including with respect to settlements.<\/p>
