A consultation was run in 2023 on the interim delivery plan for myalgic encephalomyelitis, also known as chronic fatigue syndrome (ME/CFS). In the World ME Day Westminster Hall debate in May 2024, the current Parliamentary Under-Secretary of State for Public Health and Prevention pushed for the publication of a response to the consultation. It is now a priority for the Department, and it is our intention to publish a response in the coming months. The consultation responses, along with continued close engagement with stakeholders, will inform the development of the Final Delivery Plan, which we aim to publish in the winter of 2024/25.

No specific assessment has been made of the proportion of the research budget allocated for ME/CFS or long COVID. Over the last five years, the Department, through the National Institute for Health and Care Research (NIHR), has allocated £6.64 million of funding to support 10 research projects, including the £3.2 million DecodeME study, co-funded with the Medical Research Council. Over the same period, the NIHR and UK Research and Innovation have awarded over £50 million for long COVID research. The NIHR remains committed to funding high-quality research to better understand the causes and health impacts of ME/CFS and long COVID, and to identify and evaluate new treatments and interventions.

It is not usual practice for the NIHR to ring-fence funds for particular topics or conditions. The NIHR welcomes funding applications for research into any aspect of human health, including ME/CFS and long COVID. These applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money, and scientific quality.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/347", "label" : {"_value" : "Biography information for Baroness Merron"} } , "answeringMemberPrinted" : {"_value" : "Baroness Merron"} , "dateOfAnswer" : {"_value" : "2024-08-06", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "HL452"} , {"_value" : "HL454"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-08-06T15:20:56.427Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-07-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Chronic Fatigue Syndrome: Health Services"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government, further to the Written Statement by the Secretary of State for Health and Social Care on 12 May 2022 (HCWS23), whether the cross-Government delivery plan for myalgic encephalomyelitis (ME)/chronic fatigue syndrome will include provision for hospital treatment and full consideration of how to safely prevent malnutrition in very severe ME.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2542", "label" : {"_value" : "Biography information for Baroness Scott of Needham Market"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Scott of Needham Market"} ], "uin" : "HL453"} , {"_about" : "http://data.parliament.uk/resources/1671277", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1671277/answer", "answerText" : {"_value" : "

The United Kingdom is committed to combatting all forms of racism, including anti-Semitism, both at home and abroad. We believe that one of the most effective ways to tackle injustices and advocate respect among different religious and racial groups is to encourage all states to uphold their human rights obligations. Advertising in the UK is regulated by the Advertising Standards Authority (ASA), which enforces the Advertising Codes through a system of self-regulation and co-regulation with Ofcom. This regulatory system is independent of government and is ultimately responsible for setting the standards in advertising.

The Advertising Codes incorporate all relevant legislation and set standards for accuracy and honesty to which advertisers must adhere, including specific conditions on advertising to children, causing offence and social responsibility. The Codes are regularly reviewed and updated by the industry to ensure they remain effective, and proposed changes to the Codes are routinely subject to public consultation.

UK broadcasters are required by a condition of their broadcast licences to enforce ASA rulings, and any who refuse to comply with these rulings risk being referred to Ofcom, which can impose fines and even withdraw broadcast licences. In non-broadcast media, the ASA has a range of sanctions it can take in cases of non-compliance, and as a last resort can refer advertisers to Trading Standards, where there has been a breach of consumer law.

That said, we recognise that online advertising presents a number of unique challenges, which is why we announced a review earlier this year, which will consider this system in the round.

The answer given on 21 March 2017 (HL6105) was in response to a question concerning safety improvements in the defence nuclear weapons programme. The response was in relation to radiological incidents at the Atomic Weapons Establishment (AWE), none of which have ever posed any risk to the health of the public or the environment. The incidents raised by the noble Baroness did occur; a small number of residents were evacuated in 2010 as a precautionary measure due to a fire in a non-nuclear area. I can confirm that in none of the incidents cited was it assessed that there was any radiological risk to the public.

The risk of any of these incidents recurring has been greatly reduced due to subsequent improvements to the infrastructure at AWE.

Activity at AWE sites is governed by a number of permits, authorisations, licences and consents for managing waste and discharges to the environment. AWE plc and the Ministry of Defence continuously monitor their compliance and inspections are routinely undertaken by the relevant regulatory authorities, including the Environment Agency.
