This Government is committed to reducing reoffending by ensuring that all offenders have the tools they need to turn their backs on crime.<\/p>

<\/p>

That is why we are focusing our efforts on supporting offenders to address any health and wellbeing issues; raise their levels of educations attainment and skills; get a job; and rebuild or reinforce their relationships.<\/p>

<\/p>

We also know that a concerted cross-government effort is required to address reoffending. For example we recently entered into a National Partnership Agreement with the Department for Work and Pensions, to set out how departments will work together to improve offenders\u2019 chances of securing work and integrate into the community on release from prison.<\/p>

We know that in 39% of violent incidents victims believed alcohol was a factor. Sentencing must match the severity of the crime. Whilst there is evidence that short sentences do not help some offenders turn their backs on crime, protecting the public will always be our priority.<\/p>

As part of our recent review, we have considered changes to sentencing for prolific offenders which could help break the cycle of reoffending.<\/p>

<\/p>

We know that these offenders generally have multiple and complex needs which are linked to their offending behaviour, in particular drugs, alcohol and mental health needs. Solutions will often lie in effective community sentences.<\/p>

One of the first things the Lord Chancellor did was to visit HMP Leeds with the Prime Minister where they set out our focus on tackling crime, investing up to £2.5 billion transforming the prison estate and providing 10,000 additional prison places.<\/p>

<\/p>

At HMP Leeds there is an X-ray body scanner installed there to identify items internally concealed on prisoners. HMP Wakefield also has an X-ray body scanner. At HMP New Hall in our women\u2019s estate, the drug threat is different and staff there have worked hard to respond to the inspection report published in April. They have put in place an updated local drug strategy, do more suspicion-led drug testing and store medications in line with clinical guidelines.<\/p>

<\/p>

We have previously invested £70 million to improve safety, security and decency in prisons. We use body, property, cell and area searches across the estate, aided by dedicated search teams and drug detection dogs.<\/p>

<\/p>

As announced in August, we will be spending a further £100 million on prison security. The Prime Minister has made clear his focus on tackling crime and announced in August an investment of up to £2.5 billion to transform the prison estate and provide 10,000 additional prison places.<\/p>

Our recent Spending Round settlement provides the funding for MoJ to begin delivering this commitment and outline planning permission has been approved for a new prison at Full Sutton.<\/p>

Trial by jury is fundamental to our world leading justice system and serving as a juror is one of the most important civic duties that anyone can be asked to perform.<\/p>

The Jury Manual identifies that MPs who seek excusal on the grounds of parliamentary duties should be deferred in the first instance. This allows them to identify a more convenient time and strikes a sensible balance, ensuring that MPs are able to carry out their crucial role in this place.<\/p>

The UK has a world-class reputation, with globally renowned teaching and cutting-edge research and innovation. We want to deliver better outcomes and value for students, employers and taxpayers who underwrite the system.<\/p>

The Office for Students (OfS) is now fully operational and puts students and student choices at the heart of the higher education (HE) sector and its regulation. By encouraging diversity and innovation in high quality provision, the government is supporting the sector to meet the needs of all students in HE, whatever their background or study choices, as well as opening up the sector to greater competition.<\/p>

The OfS has formally adopted the Teaching Excellence and Student Outcomes Framework (TEF) as its scheme for assessing the quality of HE provision in England. Participation in the TEF is a condition of registration for English HE providers with more than 500 undergraduates. Participation is voluntary for smaller HE providers and for those in Wales, Scotland and Northern Ireland. The TEF encourages excellent teaching to flourish by re-balancing the priority given to teaching and learning compared to research.<\/p>

The TEF will provide strong incentives to HE providers to prioritise the student learning experience. In due course we will lay before Parliament the report of the independent review of the TEF, which has been conducted by Dame Shirley Pearce.<\/p>

In August 2019, my right hon. Friend, the Prime Minister, announced a new fast-track immigration route aimed at allowing a wider pool of scientific talent to come to the UK. This route will ensure that those with specialist skills in science, technology, engineering and mathematics subjects can come to the UK and make an important contribution to our leading science and research sectors, significantly enhancing the intellectual and knowledge base of the UK. The route will be uncapped, ensuring that those with the required skill set\u202fcan secure places.<\/p>

The UK is a great place for research, accounting for 4% of the world's researchers, 11% of all citations, 14% of the world\u2019s most highly cited articles and 4 of the world\u2019s top 10 universities. The government recognises the important contribution of our universities to research, innovation and working with business. This contribution is critical to achieving the ambitions of our modern Industrial Strategy, including delivering 2.4% spend of GDP on research and development by 2027. In the autumn, the government will set out plans to significantly boost public funding on research and development, provide greater long-term certainty to our scientific and research community and accelerate our ambition to reach 2.4% of GDP.<\/p>

Additionally, on 11 September, my right hon. Friend, the Prime Minister, announced a new graduate immigration route that provides an opportunity for international students who have been awarded their degree to stay and work in the UK at any skill level for 2 years.
