The Department has not made a formal assessment of the costs and benefits of a national DVLA-style database for cycles. Active Travel England is working with Sustrans, the British Transport Police and other stakeholders to develop a single system which aggregates the data from all existing registration systems to make it easier for the police to trace the owners of stolen cycles.<\/p>

We are aware that some NGOs have faced difficulties in India due to the application of the Foreign Contribution Regulation Act (FCRA) by the Indian authorities and that some, like Missionaries of Charity, have recently had applications to renew their foreign funding licenses rejected. We continue to support a wide range of local Non-Governmental Organisation (NGO) partners in India, including through programmes, and officials have discussed issues facing NGOs directly with the Indian Government.<\/p>

We are pleased to note, on 8 January, the Indian Ministry of Home Affairs restored the FCRA license of the Missionaries of Charity, meaning the NGO will be able to receive and use foreign funding again. We are assessing secondary impacts on local agriculture and food markets in fragile and conflict affected states, and helping to mitigate these through multilateral initiatives such as the Global Agriculture and Food Security Programme (GAFSP).<\/p>

As a shareholder and leading donor to the Multilateral Development Banks, we have been working with them to ensure that they are rapidly providing much-needed working capital to SMEs and supply chains that workers and farmers in developing countries depend on. This includes $8 billion of fast-tracked support from the International Finance Cooperation.<\/p>

We are also exploring how DFID\u2019s private sector development finance programmes can respond and complement this support. For example, CDC is supporting its existing portfolio of investee companies, and their workforces, to weather the crisis, and is looking to make new investments that provide systemic liquidity to companies, including SMEs.<\/p>

DFID currently supports social protection and/or humanitarian cash transfer programmes in 35 countries, including Fragile and Conflict Affected States, which support people who are vulnerable to the economic impact of COVID-19.<\/p>

The government has commissioned several pieces of research on user satisfaction with the Education, Health and Care (EHC) plan process since the 2014 Special Educational Needs and Disability (SEND) reforms were introduced. \u2018Experiences of Education, Health and Care plans: a survey of parents and young people\u2019, attached, asked young people and parents/carers of children and young people about their experiences of and satisfaction with the EHC plan process. Over two-thirds of respondents (67%) agreed that the help and support outlined in the EHC plan had improved the child/young person\u2019s experience of education.<\/p>

We are also using other sources of evidence to inform our assessment including the findings from Ofsted / Care Quality Commission SEND local area inspections to understand progress and quality at a local and national level, as well as feedback from our team of professional SEND advisers, from lead tribunal judges and parents.<\/p>

Local authorities are working hard to complete the transfer of all Statements of special educational need (SEN) to EHC plans by the statutory deadline of 31 March and we are monitoring progress closely and providing support and challenge. The latest published data shows that there were 287,290 statements of SEN or EHC plans maintained by local authorities as at January 2017, of which 61% were EHC plans. We are committed to promoting efforts to address human rights abuses throughout the Commonwealth. We believe progress is fundamental to the Commonwealth\u2019s ability to improve the lives of its people and develop peaceful societies. Terrorist attacks by Boko Haram in Nigeria and in the wider region have brought untold misery to many. The UK remains firm in our determination to support Nigeria, and its neighbours, in their fight against terrorism.<\/p>

The Leaders\u2019 Statement following the Commonwealth Heads of Government Meeting (CHOGM) in Malta noted that Heads had discussed peace and security, especially the fight against radicalisation, violent extremism and terrorism, which are worldwide threats.<\/p>

While the Commonwealth Secretariat has done some work in this area, additional capacity is required to coordinate efforts and tie them in with wider efforts of the international community. At CHOGM, the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), announced UK funding of up to £5million over five years for a Counter-Extremism and Counter Radicalisation Unit in the Commonwealth Secretariat. This initiative is also supported by Australia, Canada and New Zealand. Australia has said that it will commit around £250,000 of funding.<\/p>

The British Government is committed to supporting the Egyptian people\u2019s aspiration for a full and functioning democracy. We continue to believe that stability and prosperity in Egypt is dependent on open and inclusive politics and on full respect for the rights contained in the Egyptian constitution. That is why in recent months Foreign and Commonwealth Office Ministers have asked the Egyptian authorities to take action to release journalists and political detainees who remain imprisoned, to review mass judicial decisions, and to remove restrictions on civil society.<\/p>

I personally raised human rights concerns with Egyptian Deputy Assistant Minister for Human Rights, Dr Mahy Abdel Latif on 14 January. We discussed the importance of women\u2019s rights and the case of the imprisoned international journalists, who have since been deported or released pending a retrial. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), raised the need for political reform during his visit to Egypt on 13-15 January. He stressed the importance of upholding the fundamental human rights guaranteed in the Egyptian constitution.<\/p>

Along with discussing human rights in our conversations with the Egyptian government, at the UN\u2019s Universal Periodic Review of Egypt\u2019s human rights situation on 5 November 2014, the UK made recommendations focussing on the ability of civil society to operate freely and the protection of women\u2019s rights.<\/p>
