Guidance has been published by Arts Council England, the British Film Institute, Historic England and the National Lottery Heritage Fund for applicants to the Culture Recovery Grants application rounds, and by Arts Council England for applicants to the Repayable Finance Scheme. This funding will provide targeted support to organisations across a range of sectors, with one of our core objectives being to support the cultural organisations that are crucial to places across the whole country. We will ensure that funding is distributed fairly, and that smaller organisations and cultural venues that are at the centre of their communities are protected.<\/del><\/p>

We also recognise the crucial role that individuals play in making our arts and creative industries world-leading. As a result of these grants and loans, organisations will be more able to resume cultural activity, albeit in a socially distanced way, which will increase employment opportunities for freelancers.<\/del><\/p>

As a result of these grants and loans, organisations will be more able to resume cultural activity, albeit in a socially distanced way, which will increase employment opportunities for freelancers. Each organisation that receives money will know what best they can do to support their workforce, including their freelance workforce. <\/ins><\/p>

The Self-Employment Income Support Scheme has also been extended with applications opening in August for a second and final grant. The grant will operate in the same way as the existing scheme with self-employed workers eligible for a single payment covering three months, at a level of 70% of average monthly earnings up to a maximum of £6,570 (i.e. down from 80% and a maximum of £7,500).<\/ins><\/p>

Alongside this funding, ACE have announced £95m of additional support for individuals, which can include freelancers. This involves things such as an additional £75m in project grants. These will be focused on applications that maximise employment opportunities and those from under-represented groups and freelancers are eligible to apply to this directly. National Portfolio Organisations can also apply to create new work with bids that create employment opportunities prioritised. A further round of the ACE programme \u2018Discover Your Creative Practice\u2019 will also open in the autumn, which will make approximately £18m available for individuals looking to develop new creative skills that will help them to further develop their career. ACE will also be adding £2m into relevant benevolent funds to support those less well supported by the programmes outlined above, including stage managers and technicians<\/ins><\/p>

A recent review by NHS Digital looking at the availability of the Electronic Prescription Service (EPS) in light of the National Health Service\u2019s COVID-19 response, considered that prescribers could not use EPS for FP10 MDA prescriptions. While this review resulted in work being initiated to accelerate technical developments that will support wider use of EPS, EPS for FP10 MDA is a highly complex area which requires significant technological development both centrally and by system vendors.<\/ins><\/p><\/ins><\/p>

The Government has announced that from Friday 24 July, members of the public must wear a face covering when visiting a shop or supermarket in England. Guidance on how to wear and remove a face covering was published online on 14 July. In addition, the Government is running a major proactive communications campaign on face coverings to alert the public where they are now required to wear face coverings and educate the public on how to correctly wear one.<\/del><\/p>

There is no statutory offence of \u2018domestic abuse\u2019 and actions amounting to it could be recorded under a number of offences such as Grievous Bodily Harm (GBH), Actual Bodily Harm (ABH), Common Assault or sexual offences. Furthermore, within military police crime-recording systems, the categorisation of whether an incident involves \u2018domestic violence\u2019 or not, is not a mandatory field, meaning that the figures provided are indicative only.<\/p>

<\/p>

The first document provided gives figures for the number of reported offences for each Service for the years 2015-2020 to date where the incident has been categorised as involving domestic violence. The second document provided gives figures for each Service for the years 2015-2020 to date, for the number of GBH, ABH, and Common Assault offences. The noble Lord should note that in both of the documents, the figures given are for reported offences \u2013 that is, to say an allegation has been made. These figures do not relate to charges brought or court convictions.<\/p>

<\/p>

An average time cannot be given regarding the Chain of Command (CoC) reporting such incidents to the Service Police. Every case would require examination to determine when it was reported to the Service Police and not every investigation file may contain the date when an incident was originally reported to the CoC. Therefore, we would not be able to provide a complete answer and what we could provide could be provided only at disproportionate cost.<\/p>

<\/p>

However where reported to the CoC, any incident of domestic abuse must be reported to the Service Police no later than 24 hours after the incident has occurred. Further to this, a referral to the Welfare Service must be made in any situation involving domestic abuse or similar allegations.<\/p>

Whilst there are no houses on the defence estate dedicated specifically for survivors of domestic abuse, support is provided through a suite of policies which seek to provide housing options for families in times of estrangement.<\/p>

<\/p>

Short term accommodation for welfare or compassionate reasons is administered by Service welfare associations. Tri-Service accommodation policy requires the provision of welfare houses at each designated establishment, scaled to reflect density of Service population. Unit welfare staff, in conjunction with civilian police and local authorities assess whether utilisation of such are in the best interests of safeguarding abuse survivors, and may provide alternative accommodation (through local authority or charitable provision) if distance between perpetrator and survivor is required.<\/p>

<\/p>

The MOD is currently reviewing the tri-service policy on domestic abuse with the help of leading charity Hestia, who sit alongside MOD on the Employer\u2019s Initiative on Domestic Abuse. It is intended that this policy apply to the whole force \u2013 civilians, contractors and the single Services. The review will also focus on the availability of accommodation for survivors, taking advice from the domestic abuse charity Standing Together. MOD intends to refresh and re-launch the policy towards the end of 2020.<\/p>

<\/p>

The MOD continually monitors whole force data on domestic abuse for prevalence and risk factors \u2013 this has been of particular focus during the Covid-19 pandemic. This data is disseminated and discussed within the MOD Domestic Abuse Stakeholder Forum the Domestic Abuse Working Group (DAWG), which meets quarterly. The DAWG seeks advice and guidance from national domestic abuse charities like Hestia, Aurora New Dawn and the Employer\u2019s Initiative on Domestic Abuse, resulting in continual policy improvement.<\/p>

Officials have now developed a number of options to be considered. The full financial and legal implications of these options are being explored so that the Defence Secretary can decide how to proceed. Work on this is continuing at pace both in the Ministry of Defence and across Government.<\/del><\/p>

The Vigilant T1 originally had an Out-of-Service Date of 2019; this was brought forward to May 2018 in order to refocus resource for the benefit of the Cadets, extending the life of the Viking conventional glider and investing in the wider Air Cadet Aerospace Offer.<\/ins><\/p>

The glider recovery programme from 2014-2018 covering both Viking Conventional glider and Vigilant motor-glider was subject to routine investment appraisal processes. This showed that substantial operational, technical and commercial negotiations with a range of aerospace leaders in this field had failed to find a value for money approach to successfully repair and recover or replace all the gliders. Therefore, in line with the available technical and commercial capacity the value for money was in restructuring the Aerospace Offer for cadets.<\/ins><\/p>

<\/ins><\/p>

The recovery programme of both glider types was resourced within wider support contracts which also supported the operation of the active fleets with Volunteer Gliding Squadrons. Consequently, we cannot separately identify the resource used for the recovery of the six Vigilant airframes which were successfully recovered prior to the Out-of-Service date.<\/ins><\/p>

The Vigilant fleet was disposed of to Aerobility. The Liverpool Community Health Investigation was launched in June 2019 and work has begun. The Inquiry<\/del> Investigation <\/ins>comprises three Stages. Stage 1 covers <\/ins>covered <\/del> the scale of the issues and Stage 2 is <\/ins>was<\/del> a clinical and structured judgement review alongside Stage 1. Preliminary work<\/ins>Work<\/del> on Stages 1 and 2 was completed in August 2019.<\/p>

<\/p>

Stage 3 will investigate individual serious patient safety incidents identified from the previous two stages to establish the nature and scale of deaths and patient harm at the Liverpool Community Health NHS Trust from 2010 to 2014.<\/p>

The Investigation has identified a number of expert advisors to assist the Chairman and details will be confirmed when the Terms of Reference covering Stage 3<\/del> are published in Parliament.<\/p>

On 20th April, my Rt. Hon. Friend Mr Chancellor of the Exchequer announced a £1.25 billion coronavirus package to protect firms driving innovation in the UK. This included £750 million of targeted support for the most R&D intensive small and medium size firms which will be available through Innovate UK\u2019s grants and loan scheme.<\/p>

<\/p>

The Government has since confirmed that up to £500 million of this is for existing customers including £200<\/ins> million of accelerated payments and up to £300<\/ins> million for continuity grants and loans. £20 million of the remainder has been used to double the number of businesses receiving funding through the Innovate UK call for business led innovation in response to the crisis which was open to new customers. Over 800 companies have been successful in this competition. Innovate UK has also allocated up to £39 million to increase the business advisory support services available new and existing high-growth potential SMEs.<\/p>

<\/p>

The final part of this package was announced on the 27th<\/sup> June. The £191 million Sustainable Innovation Fund is open to new customers to help cutting-edge companies of all sizes recover, grow, and drive a re-building economy as well as support new green innovations, unleashing the sustainable industries of the future along the way.<\/p>
