HM Government continually monitors developments in the global economy, including public and private debt levels, interest rates and the growth outlook, among other macroeconomic indicators.<\/p>
<\/p>
Total global debt increased following the onset of the pandemic in 2020, reflecting a rise in public and private debt. Public debt increased as governments introduced fiscal support to mitigate the impact of the pandemic on livelihoods, whilst revenues fell in line with the broader decline in economic activity. This fiscal support helped maintain living standards and support global growth. Private debt has also increased, with government policies helping to maintain private access to credit to mitigate a more severe downturn.<\/p>
<\/p>
Higher global debt levels can increase financial fragilities and lower growth by reducing investment. Against a backdrop of higher debt levels, rapidly rising global interest rates and higher energy and food prices may worsen balance of payment and fiscal pressures and increase risks of debt distress, particularly for some emerging and developing economies.<\/p>
<\/p>
HMG works closely with major international organisations, including the IMF, World Bank, to understand how debt levels are changing, and on necessary international policy responses, including appropriate support for economies experiencing debt distress. For example, the UK has committed to channelling circa up to 20% of its allocation of Special Drawing Rights (SDRs) from the IMF\u2019s 2021 general allocation of SDRs to those countries most in need; and is driving forward the implementation of the G20/Paris Club Common Framework for debt treatment to support eligible low-income countries with unsustainable debt.<\/p>
<\/p>
In the April World Economic Outlook the IMF emphasised the need for guaranteeing an orderly system for resolving debt, including the continued application of the Common Framework, where liquidity support alone is not sufficient. In the UK, public debt increased during the pandemic, in line with other countries around the world. To drive positive change through better information, transparency, and accountability, we are launching a transformational Food Data Transparency Partnership. The partnership will provide consumers with the information they need to make more sustainable, ethical, and healthier food choices and incentivise industry to produce healthier and more ethical and sustainable food.<\/p>
<\/p>
Improving food system data and information is a shared challenge. The partnership will provide a framework to bring together the UK government, including the Department for Health and Social Care, Defra and the Food Standards Agency, Devolved Administrations and representatives from across the whole food supply chain and civil society.<\/p>
<\/p>
We want to design stakeholders, including industry and civil society, into the fabric of how the programme is run and into how its outputs are developed. The governance structure and process for involvement is being developed and will be announced in the coming months.<\/p>
<\/p>
Initially, the partnership will develop consistent and defined metrics to measure the health, environmental sustainability, and animal welfare impacts of food. By the end of 2023, in England, we will streamline reporting requirements relating to the production and sale of food and drink. We will consult on implementing mandatory public reporting against a set of health metrics and explore a similar approach to sustainability and animal welfare. We will fully consult on any mandatory measures before they are introduced.<\/p>

The Government has made improving water quality a priority. The Environment Act has placed our ambition on a statutory footing, setting a duty for water companies to achieve a progressive reduction in the adverse impacts of discharges from storm overflows. Our Storm Overflow Discharge Reduction Plan will be published in September and will set out the targets water companies will be required to meet to achieve this.<\/p>
<\/p>
Currently, no assessment has been undertaken on sewage discharges on animal farming more generally. Pharmaceuticals may enter the environment during the manufacture and disposal of pharmaceutical products, or as they pass through humans and animals into wastewater treatment networks or the wider environment.<\/p>
<\/p>
There is much to be done to improve our understanding of the impacts that pharmaceuticals have on the environment, but some are known to cause adverse impacts on aquatic life and contribute to the spread of antimicrobial resistance.<\/p>
<\/p>

UC recipients in work now benefit from a reduction in the UC taper rate from 63% to 55%, and for those eligible customers an increase in the work allowance by £500 per year meaning that working households will be able to keep more of what they earn and strengthening incentives to move into and progress in work.<\/p>

The National Living Wage has risen from £8.91 to £9.50 an hour from 1 April. That means a pay rise for millions of the country\u2019s lowest paid workers \u2013 worth an increase of over £1,000 to the annual earnings of a full-time worker on the National Living Wage.<\/p>
<\/p>
The Department is aware that for some UC claimants\u2019 childcare costs presents challenges to entering employment. To support parents to become financially resilient by moving into work and progressing in work, eligible UC claimants can claim back up to 85% of their registered childcare costs each month regardless of the number of hours they work, compared to 70% in Tax Credits. This is up to the maximum amount of £646.35 per month for one child and £1,108.04 per month for two or more children. For families with two children, this could be worth over £13,000 a year.<\/p>
<\/p>
This support is available to all lone parents and couples, regardless of the number of hours they work. For couples, both parents need to be in paid work to be eligible unless one of the allowable exceptions is met.<\/p>
<\/p>
The UC childcare policy aligns with the wider government childcare offer in England and there are similar funded early learning offers in devolved nations. The Free Childcare offer provides 15 hours a week of free childcare in England for all 3- and 4-year old\u2019s and disadvantaged 2 year old\u2019s, doubling for working parents of 3 and 4 year old\u2019s to 30 hours a week.<\/p>
<\/p>
The UC childcare element can be used to top up a claimant\u2019s eligible free childcare hours if more hours are worked and childcare required. This offer means that for some claimants\u2019 childcare costs should not present any barriers to entering work.<\/p>
<\/p>
UC claimants who need help with upfront childcare costs to enter employment or significantly increase their working hours can apply for help from the Flexible Support Fund (FSF). This is a non-repayable payment that will pay their initial childcare costs directly to the provider up to the first salary received.<\/p>
<\/p>
In order to achieve our long-term goals of driving up productivity and levelling up, we are supporting people in work to ensure they have the right skills and opportunities to progress out of low pay. Through providing right infrastructure we will support an ambitious and productive workforce suited to meet the UK\u2019s future demand.<\/p>
<\/p>
Through a staged rollout from April 2022 onwards, 2.1m low paid Universal Credit claimants will be eligible for support to progress into higher paid work. This will be provided by work coaches and focus on career progression advice, such as considering skills gaps, identifying training opportunities, or looking for opportunities for the claimant to progress in their current role or in a new role. Jobcentres will be supported in this new role by a network of 37 Progression Champions across Great Britain who will spearhead the scheme. The government recognises the importance of the creative arts to the economy and the UK. High-quality provision in a range of subjects is critical for our workforce and our public services. It is also culturally enriching for our society, which is why the government awarded nearly £8million directly to creative universities as part of the Culture Recovery Fund.<\/p>
<\/p>
The Office for Students (OfS) has increased the high-cost subject funding rate per student for performing and creative arts and media studies to £125.76, a rise of 3.51% from the previous year, for the 2022/23 academic year. The department has also increased funding for world-leading specialist providers, including 11 providers specialising in the arts, by an additional £5 million in the 2022/23 financial year, on top of the increase of £10 million provided in the 2021/22 financial year. The department wants to ensure that such providers receive additional support, and that grant funding is used effectively to support students, including those with an interest in the cultural and creative sectors.<\/p>
<\/p>
In January 2021, the former Secretary of State for Education reprioritised the Strategic Priorities Grant (SPG). This was to ensure value for money, support strategic priorities across the sector, including provision of courses vital for the economy and labour markets, and continued support for disadvantaged students and underrepresented groups. This resulted in the high-cost subject funding rate for some arts and music courses to be set at £121.50, down from £243 in 2020/21. This reallocation of grant funding amounted to about 0.05% of affected providers\u2019 estimated total income.<\/p>
<\/p>
The OfS consulted on the proposals and published its conclusions on their website. The consultation responses were carefully analysed. The issues raised were considered by both the OfS and the former Secretary of State in reaching their respective decisions about the allocation of the SPG in 2021/22.<\/p>
<\/p>
The department considers that access to higher education should be based on a student\u2019s attainment and their ability to succeed, rather than their background. In 2021, 18-year-olds from disadvantaged backgrounds were 82% more likely to go to university than in 2010. There are also more disadvantaged students at university today than at any other point in our history.<\/p>

Defra, alongside the Department of Health and Social Care, the Food Standards Agency in Northern Ireland and Wales, Food Standards Scotland and the Scottish and Welsh Governments, have been conducting jointly a review of The Bread and Flour Regulations 1998 and The Bread and Flour (Northern Ireland) Regulations 1998 to ensure the regulations are fit for purpose and support UK industry while protecting consumers. To assist the review, Defra convened a technical working group made up of a wide range of relevant stakeholders including the Real Bread Campaign, to help identify and explore the issues around the regulations which cover the compositional requirements of bread and flour. We are now preparing to consult jointly on proposals to update the Bread and Flour Regulations 1998. The consultation is subject to a cross-government agreement process in England and ministerial agreement in Scotland, Wales and Northern Ireland. Since Operation Pitting the UK has supported over 4,600 people to leave Afghanistan. As part of a cross-government effort, the FCDO remains committed to the resettlement of eligible Afghan citizens in the UK through the Afghan Relocations and Assistance Policy (ARAP) and Afghan Citizens Resettlement Scheme (ACRS) schemes. The FCDO's share of that effort, which is under constant review, currently involves 30 staff in the UK and our network of Posts in the region, as well as support to eligible Afghan citizens in third countries while they undergo checks before being issued UK visas. The funding for this financial year will depend on the rate at which eligible Afghans are able to leave Afghanistan, which is difficult to predict. We welcome the Alcohol Health Alliance\u2019s report. The Government has announced its intention to consult on whether to introduce mandatory calorie labelling on pre-packed alcohol and alcohol sold in on-trade businesses, such as pubs and restaurants. The consultation will also seek views on whether the provision of the United Kingdom Chief Medical Officers\u2019 low risk drinking guidelines should be mandatory or continue on a voluntary basis. Respondents to the consultation can also suggest additional labelling requirements for consideration, such as ingredient listing.
