In its democratic engagement plan, Every Voice Matters: Building a Democracy That Works For Everyone, the Government explored key barriers to registration identified through research and face to face engagement. We are tackling these barriers, including those faced by survivors of domestic abuse, homeless electors and young people, and have reported on our progress in our follow up report, Democratic Engagement: Respecting, Protecting and Promoting our Democracy.<\/p>

Although it did not emerge as a factor in its own right, we are aware of the potential contribution that lack of literacy makes to the under registration of a number of groups, such as those with learning disabilities, homeless people and those with specific language barriers.<\/p>

The voter registration website is reviewed regularly to ensure it meets the Government\u2019s service design standards to make it as easy to use as possible and we have produced easy read guides to registering to vote in partnership with Mencap. Officials in London met a UK-based Non-Governmental Organisation to listen to their concerns about the Shihuh and Oman on 15 July. I have also raised this issue with the Omani authorities, as has our Ambassador in Muscat. We are aware that human rights authorities in Oman have responded directly to Amnesty International with a detailed reply regarding one of their reports. Omani authorities have given us the strongest assurances that the individuals concerned were given full legal assistance and treated in accordance with Oman\u2019s constitution and international laws and conventions. There is no evidence of discrimination against the Shihuh more generally, many of whom occupy senior positions in the Omani state and wider society. We recognise performance on the railway has been unsatisfactory, and passengers have not always received the level of service they expected. While performance has improved recently, the new Transport Secretary understands passengers need the certainty of reliable journeys, and is determined to work with industry to improve performance.<\/p>

Official statistics on passenger rail reliability and performance are published by the Office of Rail and Road (ORR).<\/p>

Cancellations and Significant Lateness (CaSL) measures the proportion of trains arriving at the final destination more than 30 minutes after the planned timetable or is cancelled either in full or in part.<\/p>

<\/p>

The Public Performance Measure (PPM) is defined as the percentage of trains arriving at the final destination within five minutes of the planned timetable for London and South East, Regional and Scotland operators, or within ten minutes for the Long Distance operators.<\/p>

Both PPM and CaSL measures reflect punctuality and reliability at the final destination, rather than at each station stop. For ease of reference, the national PPM and CaSL scores for the last 5 years are included in the table below.<\/p>

Local Industrial Strategies are developed locally and agreed with government. In the policy prospectus<\/a> published in October 2018, we set out that Local Industrial Strategies should be the product of consultation with businesses, a broad range of public partners and civil society. In addition to this, the \u2018Strengthened Local Enterprise Partnerships\u2019 Review<\/a> published in July 2018 made clear that Local Enterprise Partnerships should operate to the highest standards of accountability and transparency and ensure the communities they represent can influence the economic plans for the area.<\/p>

To be successful, Local Industrial Strategies must be developed from the bottom up and led by those who best know the needs of local economies. This locally led approach means Local Enterprise Partnerships and Mayoral Combined Authorities should choose how they work in partnership with both public and private stakeholders and determine the best way to consult the public. The United Kingdom\u2019s five-year antimicrobial resistance (AMR) strategy, published in January 2019, includes the commitment to develop a real-time patient level data source of a patient\u2019s infection, treatment and resistance history which will be used to inform their treatment and the development of interventions to tackle severe infection, sepsis and AMR. This commitment was reaffirmed in the open consultation \u2018Advancing our health: prevention in the 2020s\u2019, published by the Department and Cabinet Office on 22 July 2019.<\/p>

Public Health England continues to raise awareness of the signs and symptoms of sepsis by building sepsis messaging into the national Start4life Information Service for Parents email programme which targets parents of zero to five-year olds. Any nationally supported campaigns must be aimed at appropriate audiences and deliver measurable outcomes. The Department looks to NHS England and NHS Improvement\u2019s Cross-System Sepsis Programme Board, which brings together a group of front-line experts from across the health and care system including the UK Sepsis Trust, for advice on the best interventions to improve patient outcomes.<\/p>
