The Chinese market for powdered milk is very valuable and represents a significant opportunity for UK businesses. UK Government support and encouragement is assisting them to capitalise on this: last year UK exports of powdered milk to China reached £5.9 million, an increase in value of 89% from 2010.

Members, which include retailer representatives, discussed the recommendations made in the recent independent review of the dairy industry voluntary Code of Practice, one of which was to explore the possibility of expanding adoption of the Code within the supply chain to include retailers. Ideas are being actively explored by Members and I have asked for an update on progress in the New Year.

Addressing religious tensions in the Central African Republic (CAR) is an important part of supporting international efforts to protect the population from ongoing violence. The Inter-Religious platform in CAR is made up of Muslim and Christian leaders and has been at the forefront of peace-building and reconciliation efforts, engaging with communities that have been directly affected by sectarian violence in CAR. We welcome their efforts to promote dialogue, and have called for similar actions from CAR's transitional government. The Government is fully committed to the Equality Act 2010, which prohibits employers from discriminating against their disabled employees and job applicants with a disability. Employers are also required to make reasonable adjustments for disabled employees so that they can work on a similar basis to employees that do not have a disability. Where an employee or potential employee believes that they have experienced disability discrimination, they can make a claim to an employment tribunal within six months of the alleged discrimination taking place.

The Government is committed to ensuring that all disabled people have the opportunities, chances and support that they need to gain and remain in employment, and there is a range of available provision to help them.

The Equality Ac 2010 only applies to England Wales and Scotland. Northern Ireland has its own disability discrimination legislation - Disability Discrimination Act 1995 (as amended).

We are promoting science, engineering and mathematics in primary schools in a number of ways. From September this year, we introduced a new primary curriculum which aims to align England with those countries that have the highest-performing school systems in the world. Our new primary curriculum sets out the essential knowledge pupils need to progress. There is a greater emphasis on the acquisition of scientific knowledge, an increased focus on practical work, and more emphasis on written methods of calculation. To ensure the focus on written and mental arithmetic, we have also removed the use of calculators from the end of Key Stage 2 tests.

The Department funds several programmes to support the teaching of science and maths at primary including funding 50 local Science Learning Partnerships that deliver professional development to science teachers. In mathematics, we have established a network of 32 new Maths Hubs across England backed by £11 million of funding. These centres of excellence will implement the Shanghai-style mastery approach to mathematics. Central to this is a Shanghai teacher exchange programme. The hubs will also lead a project to trial the use of textbooks at the core of a mastery teaching approach in selected primary schools.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/111", "label" : {"_value" : "Biography information for Nick Gibb"} } , "answeringMemberConstituency" : {"_value" : "Bognor Regis and Littlehampton"} , "answeringMemberPrinted" : {"_value" : "Mr Nick Gibb"} , "dateOfAnswer" : {"_value" : "2014-11-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2014-11-24T17:08:07.477Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2014-11-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Science: Primary Education"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, what recent steps her Department has taken to encourage initiatives to promote science, engineering and maths in local primary schools.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1597", "label" : {"_value" : "Biography information for David Simpson"} } , "tablingMemberConstituency" : {"_value" : "Upper Bann"} , "tablingMemberPrinted" : [{"_value" : "David Simpson"} ], "uin" : "214834"} , {"_about" : "http://data.parliament.uk/resources/156251", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/156251/answer", "answerText" : {"_value" : "

There are a number of ways in which research and development is encouraged and supported in the National Health Service.

The enactment of the Health and Social Care Act was a milestone for research in the NHS, recognising the need to promote research and the use of research evidence, and creating unprecedented powers and duties at all levels to meet that need.

The Government’s Mandate to NHS England requires it: “to ensure that the new commissioning system promotes and supports participation by NHS organisations and NHS patients in research funded by both commercial and non-commercial organisations, most importantly to improve patient outcomes, but also to contribute to economic growth. This includes ensuring payment of treatment costs for NHS patients taking part in research funded by Government and Research Charity partner organisations.”

The National Institute for Health Research (NIHR) was established in April 2006 following publication of a five-year strategy ‘Best Research for Best Health’. The goal of the NIHR is to create a health research system in which the NHS supports outstanding individuals, working in world class facilities, conducting leading edge research focussed on the needs of patients and the public. Aims and measures for achieving the vision of the NIHR are set out in regularly-updated briefing documents that are published on the NIHR website.

Health research remains a Government priority; the Department’s revenue spend on research has increased from £885 million in 2009-10 to planned investment of £1,077 million in 2014-15. The Department’s research and development budget funds the National Institute for Health Research (NIHR) and the Department’s Policy Research Programme.

NIHR’s approach has generated widespread support for research from the NHS, academia and industry. This includes:

- investment in research infrastructure and increasing the attractiveness of the United Kingdom as a site for life science industry investment - through NIHR Biomedical Research Centres, Units and the Clinical Research Network;

- speeding up the translation of advances in basic science into tangible benefits for patients - through NIHR Clinical Research Facilities for Experimental Medicine;

- increasing the capacity and the capability of the NHS to support research funded by research councils and charities - through the NIHR Clinical Research Network;

- supporting clinicians at all stages of their careers – through the NIHR Integrated Academic Training programme;

- increasing the quality and volume of applied health research focused on the needs of patients and the public - through NIHR Research Programmes; and

- transforming the health research system to be transparent, competitive, and based on quality and relevance - by embedding research as a core function of the NHS.
