However our primary policy for supporting the low paid is the National Minimum Wage (NMW) which is carefully set by the independent Low Pay Commission at a level that maximises their wages without damaging employment by setting it too high.<\/p><p>The NWW has benefitted all low paid workers across the UK, not just those from ethnic minority backgrounds. Since its introduction in 1999 it has increased faster than average earnings and inflation without an adverse impact on employment.<\/p><p>In addition to the NMW we are increasing the personal allowance for income tax, allowing workers to take home more of what they earn. From April 2015 changes to income tax will provide the average worker with an additional £800 to their pay packet and by then will have taken 3.2 million people out of tax altogether.<\/p>"}

These savings are all calculated against a 2009-10 baseline and include both recurring and non-recurring items.<\/p><p>All of this could have been started before the 2010 General Election. Bonuses are down significantly since their peak under the last Government, and are now largely deferred and paid in shares.<\/p><p> <\/p><p> <\/p><p>In contrast, the EU's bonus cap is a poorly thought through measure that undermines rather than reinforces our efforts by pushing up fixed pay. It was introduced without any proper impact assessment and has issues around its compatibility with the EU Treaty; for these reasons we are challenging it in the European Court of Justice. However, pending the outcome, the Government is fully implementing the cap in the UK, and the Prudential Regulation Authority is responsible for ensuring that the banks comply with these rules.<\/p>"}
