The Government announced further policies at Autumn Statement 2023 to support the most vulnerable: From 1 April 2024, the Government is increasing the NLW by 9.8% for 2.7 million low paid workers. Local Housing Allowance rates will rise to the 30th percentile of local market rents in April 2024 for 1.6 million households. The government will also uprate all working age benefits in full by September 2023 CPI of 6.7%, benefitting 5.5 million households in 2024-25. The Government recognises the fast-moving development of AI systems, including those used to generate fake audio and the potential of such tools for facilitating criminal offences such as fraud.<\/p>
The Online Safety Act received Royal Assent on 26 October. It has been designed to keep pace with emerging technologies, and to provide Ofcom with broad horizon-scanning and robust information-gathering powers so that it can review and regulate technologies effectively.<\/p>
The Act\u2019s illegal content duties require providers to proactively mitigate the risk that their services are used for illegal activity or to share illegal content. and to design their services to mitigate the risk of this occurring. Services must also take steps to prevent content that constitutes a priority offence from appearing on their service \u2014 this includes a number of fraud and financial crime offences.<\/p>
This applies to fake-audio content, whether that content is created by a human of AI-generated. On services it regulates, the Act will regulate AI-generated content in much the same way it does content created by humans.<\/p>
Further, ahead of the Bills implementation, the Government plans to deliver a voluntary Online Fraud Charter. The Government is addressing the impact of increased interest rates on the residential property market listening to the needs of all stakeholders in the market, including first-time buyers, homeowners, and housebuilders.<\/p>

The Prime Minister has been clear, the best and most important way that we can keep costs and interests down for people is to halve inflation, and then return it to the 2% target.<\/p>
<\/p>
For example, the government is supporting homeowners to manage with increased interest rates. In June, lenders representing over 90% of the market agreed to our new Mortgage Charter, which includes new flexibilities to help customers manage their mortgage payments over a short period. This charter builds on existing safeguards for consumers in the mortgage market.<\/p>

As the Prime Minister and former Foreign Secretary have said, the safety of British nationals remains our top priority. We are working with the Egyptian and Israeli authorities round the clock to ensure our British nationals can leave Gaza as soon as possible. The UK is supportive of limited and temporary cessations of hostilities as part of measures to facilitate the flow of life-saving humanitarian aid into Gaza. It is crucial that we capitalise on the hostage deal to allow as much food, water, medical supplies and fuel as possible to reach vulnerable civilians in Gaza. This pause should act as a confidence-building mechanism for future pauses, including those solely on humanitarian grounds. The UK has a team at the Rafah crossing to ensure we can provide the necessary consular and administrative support needed to British nationals when they cross. We are providing support for British nationals to get from Rafah to Cairo, where we have set up a reception centre and have arranged temporary accommodation. Additional Consular and Border Force staff are in country to support this work, as is an FCDO Rapid Deployment Team and a team of British Red Cross psychological support experts. High inflation is bad for growth, so returning inflation to the 2% target is the right priority to tackle inflation and help the economy grow. During 4 and 5 November, the effects of Storm Ciarán caused Thames Water\u2019s Shalford Water Treatment Works in Guildford to shut down. Approximately 20,000 properties in Guildford had their water supply disrupted. Most properties were back on supply on 8 November and mains water supply has now been restored to all impacted properties.<\/p>
<\/p>
Defra officials were in close contact with Thames Water throughout the incident to ensure appropriate support was provided to impacted customers. This included the opening of three bottled water stations, and regular deliveries to vulnerable customers.<\/p>
<\/p>
On 9 November Defra\u2019s Environment Minister, Rebecca Pow, spoke with Cathryn Ross, joint CEO Thames Water, to discuss lessons and seek assurances that further mitigations will be implemented to avoid future incidents. This was followed up with a further conversation on Tuesday Nov 14. Thames Water is also producing a detailed report for the Drinking Water Inspectorate, who will undertake a full assessment.<\/p>

Ensuring water companies have strong levels of resilience is a Government priority, as set out in our Plan for Water published in April 2023. Earlier this year, regional water resources groups and water companies, including Thames Water, consulted on their draft Water Resource Management Plans. Within their plans, water companies must consider all options, including demand management and water resources infrastructure for at least the next 25 years.<\/p>
<\/p>
Water companies are also using the £469 million made available by Ofwat in the current Price Review period (2020-2025) to investigate strategic water resources options, which are required to improve the resilience of England\u2019s water supplies. Ofwat also recently announced that water companies are bringing forward £2.2 billion for new water infrastructure delivery, over the next two years, with £350 million worth of investment in water resilience schemes. Thames Water has committed to invest in building a new 9km water transfer pipeline to connect parts of the Guildford area to an alternative source of water. Works are scheduled to start in early 2024.<\/p>
