The Department has piloted two schemes in recent years which were designed to attract and retain teachers by repaying their student loans. The Repayment of Teachers\u2019 Loans (RTL) scheme was trialled in the mid-2000s and an evaluation was completed by University of Durham in 2004. This indicated that RTL influenced 11% of participating teachers\u2019 decisions to stay in teaching.<\/p>

In 2017, the Department introduced the Teacher Student Loan Reimbursement (TSLR) scheme for science and languages teachers in 26 Local Authorities, which allows these teachers to claim back the student loan repayments they have made. The evaluation by CFE Research was published in January 2023, and found that TSLR exerts some influence on both retaining teachers and the areas where they choose to teach.<\/p>

Both the RTL and TSLR evaluations found that offering bursaries for trainee teachers exerts the strongest influence on teacher recruitment. Section 106 obligations are negotiated between developers and local planning authorities, and can include obligations requiring developers to pay financial contributions. Where they are used to support the grant of planning permission, section 106 obligations must comply with regulation 122 of the Community Infrastructure Levy (CIL) Regulations 2010 (as amended), which states that the obligations must be necessary to make the development acceptable in planning terms, must be directly related to the development, and must be fairly and reasonably related in scale and kind to the development.<\/p>

Section 106 agreements should normally include clauses stating how commuted funds will be used, and clauses that allow for their return, after an agreed period of time, where they are not used. Local authorities that receive contributions must publish Infrastructure Funding Statements annually, which set out what has been received and spent through developer contributions, providing transparency for communities.<\/p>

Under the new infrastructure levy proposed in the Levelling-Up and Regeneration Bill, levels of negotiation in the system will be reduced, while retaining a constrained role for section 106 agreements. The Government is aware of the Cochrane Review published on 30 January 2023, which concludes that there is uncertainty about whether wearing masks helps to slow the spread of respiratory viruses based on the studies assessed.<\/p>

The National Infection Prevention and Control Manual (NIPCM), published on the National Health Service website in April 2022 in an online-only format and most recently updated in January 2023, is consistent with the recommendations in the Cochrane Review. The NIPCM is used by healthcare providers in all healthcare settings in England and is complemented by pathogen/disease specific guidance produced by the UK Health Security Agency.<\/p>

The NIPCM does not require patients or visitors to NHS settings to routinely wear a face mask. Throughout the COVID-19 pandemic, UK Health Security Agency (UKHSA) published a range of rapid evidence reviews. The first review of the effectiveness of face coverings in non-healthcare settings was published on 26 June 2020, with the first update published on 29 January 2021, and the second update published on 9 November 2021. The second update review searched for studies up to 14 September 2021.<\/p>

<\/p>

Studies were assessed by an experienced UKHSA evidence reviewer and checked by a second reviewer using the quality criteria checklist (QCC) for primary research. This risk of bias tool can be applied to most study designs, observational and interventional, and is suitable for rapid reviews of mixed type of evidence. As copy of this checklist is attached.<\/p>

Reviewers using the QCC tool can capture bias from retrospective data collection, presence of co-interventions, and short-term duration of follow-up. In all three evidence reviews of the effectiveness of face coverings, all biases that the reviewers felt were present in each of the included studies were detailed in the supplementary tables to the reports.<\/p>
