The Cyber Accelerator programme is giving our innovative companies access to world class experts in government, academia and industry to ensure the UK is the safest place to go online and start a digital business. No estimate of the numbers of consumers who will benefit has been made, nor is one planned. This would be hard to do with accuracy.

The NCSC Cyber Accelerator, and London Office for Rapid Cyber Advancement (LORCA) work with companies to develop products and services that will enhance the UK’s cyber ecosystem, servicing the needs of national security and industry, as well as consumers.

In the past 18 months the first two cohorts of the NCSC Cyber Accelerator have raised more than £20 million in funding, and created 19 UK jobs. The Third cohort started in October 2018. The nine companies selected to take part in LORCA’s first programme started in July. LORCA are currently recruiting for a second cohort to start in early 2019.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4115", "label" : {"_value" : "Biography information for Margot James"} } , "answeringMemberConstituency" : {"_value" : "Stourbridge"} , "answeringMemberPrinted" : {"_value" : "Margot James"} , "dateOfAnswer" : {"_value" : "2018-11-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-28T19:36:53.587Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Digital, Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Digital, Culture, Media and Sport"} , "date" : {"_value" : "2018-11-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Cybercrime"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Digital, Culture, Media and Sport, what recent estimate he has made of the number of consumers who will benefit from the Cyber Accelerator scheme; and whether he has set a target for such numbers.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4673", "label" : {"_value" : "Biography information for Jo Platt"} } , "tablingMemberConstituency" : {"_value" : "Leigh"} , "tablingMemberPrinted" : [{"_value" : "Jo Platt"} ], "uin" : "195113"} , {"_about" : "http://data.parliament.uk/resources/1006894", "AnsweringBody" : [{"_value" : "Cabinet Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1006894/answer", "answerText" : {"_value" : "

I refer the Member to the answer provided for PQ 186439, which states that details of payments to the identity providers is commercially sensitive information and cannot be released. Any information that may lead to a breach of commercial sensitivity with our private sector suppliers would have a negative impact on the relationship between Government and its partners.

We accept there is a general public interest in disclosure of information and we recognise that openness in government may increase public trust in and engagement with the government.

These public interests have to be weighed against a strong public interest that policy-making and its implementation are of the highest quality and informed by a full consideration of all the options. It is important that government can work with partners to deliver a high quality service and maintain a high level of trust.

Any information that may lead to a breach of commercial sensitivity would have a negative impact on the relationship between government and the identity providers. Taking into account all the circumstances of this case, we have concluded that the balance of the public interest favours withholding the information requested.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4441", "label" : {"_value" : "Biography information for Oliver Dowden"} } , "answeringMemberConstituency" : {"_value" : "Hertsmere"} , "answeringMemberPrinted" : {"_value" : "Oliver Dowden"} , "dateOfAnswer" : {"_value" : "2018-11-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-19T16:56:36.16Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "53"} , "answeringDeptShortName" : {"_value" : "Cabinet Office"} , "answeringDeptSortName" : {"_value" : "Cabinet Office"} , "date" : {"_value" : "2018-11-14", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Electronic Government: Proof of Identity"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Minister for the Cabinet Office, what the cost to the public purse was of payments to Gov.uk Verify identity providers in each of the last three years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4673", "label" : {"_value" : "Biography information for Jo Platt"} } , "tablingMemberConstituency" : {"_value" : "Leigh"} , "tablingMemberPrinted" : [{"_value" : "Jo Platt"} ], "uin" : "191443"} , {"_about" : "http://data.parliament.uk/resources/1005712", "AnsweringBody" : [{"_value" : "Department for Digital, Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1005712/answer", "answerText" : {"_value" : "

There is no specific framework that government uses to decide whether a digital project should be completed in-house or contracted out.

Government uses the principles of the HMT Green Book guidance, supplementary guidance (such as the Agile digital and IT projects), and the 5 case model to scrutinise the costs and benefits of different options to deliver a particular project, including management, commercial and financial aspects. When relevant, some of these options may refer to in-house provision whereas others may refer to outsourcing.

The preferred option will be selected on the basis of value for money and capacity to meet the project objectives.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4441", "label" : {"_value" : "Biography information for Oliver Dowden"} } , "answeringMemberConstituency" : {"_value" : "Hertsmere"} , "answeringMemberPrinted" : {"_value" : "Oliver Dowden"} , "dateOfAnswer" : {"_value" : "2018-11-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-28T14:28:44.927Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "53"} , "answeringDeptShortName" : {"_value" : "Cabinet Office"} , "answeringDeptSortName" : {"_value" : "Cabinet Office"} , "date" : {"_value" : "2018-11-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Government Departments: ICT"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Minister for the Cabinet Office, what framework is used by Government when deciding whether digital projects should be completed in-house or contracted out.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4673", "label" : {"_value" : "Biography information for Jo Platt"} } , "tablingMemberConstituency" : {"_value" : "Leigh"} , "tablingMemberPrinted" : [{"_value" : "Jo Platt"} ], "uin" : "189825"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 7, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
