Ofcom’s regulatory framework requires Royal Mail to ensure that, for the UK as a whole, the premises of not less than 95% of users of postal services are within 5 kilometres of an access point (such as a post box, a Post Office or a Customer Service Point within a Delivery Office) and, in all postcode areas, the premises of 95% of users of postal services are within 10 kilometres of such an access point.

In its 2022 review of postal regulations, which included a public consultation, Ofcom decided to maintain this regulation as it considered that it remained appropriate to ensure widespread access to the universal postal service.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4952", "label" : {"_value" : "Biography information for The Earl of Minto"} } , "answeringMemberPrinted" : {"_value" : "The Earl of Minto"} , "dateOfAnswer" : {"_value" : "2023-05-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-05-16T10:46:00.007Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "214"} , "answeringDeptShortName" : {"_value" : "Business and Trade"} , "answeringDeptSortName" : {"_value" : "Business and Trade"} , "date" : {"_value" : "2023-05-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Post Boxes"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what steps they are taking to ensure that post boxes remain within an appropriately close distance to all homes so that universal provision of the service is maintained.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4719", "label" : {"_value" : "Biography information for Baroness Bennett of Manor Castle"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Bennett of Manor Castle"} ], "uin" : "HL7573"} , {"_about" : "http://data.parliament.uk/resources/1456683", "AnsweringBody" : [{"_value" : "Cabinet Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1456683/answer", "answerText" : {"_value" : "

In order to control the spread of COVID-19, early years providers were initially only open for children of critical workers and vulnerable children.

From 1 June, early years providers have been able to welcome back children of all ages and since 20 July, they have been able to return to their normal group sizes. This paves the way for more children to transition back to their early education and support parents to return to work.

The department has provided detailed guidance for early years providers to support them to welcome back more children and implement the required protective measures:
https://www.gov.uk/government/publications/coronavirus-covid-19-early-years-and-childcare-closures.

On 20 July, we announced our commitment to continue paying local authorities for the childcare places they usually fund throughout the autumn term. This means that providers who are caring for fewer children can continue to be funded at the same levels as before the COVID-19 outbreak. Local authorities will also continue to fund providers which have been advised to close, or left with no option to but close, for public health reasons. These measures give another term of secure income to nurseries and childminders who are open for the children who need them.

Throughout the COVID-19 outbreak, the early years sector has also been able to access a wider package of government support in the form of a business rates holiday, business interruption loans and the Coronavirus Job Retention Scheme. Full details of the support available can be found at:

As set out in NHS Improvement’s most recent quarterly Performance of the NHS provider sector report, management information shows that over the course of the last year medical vacancy rates have reduced, from 10,848 whole time equivalent (WTE) in the first quarter of 2017/18 to 9,676 WTE in the third quarter of 2017/18.

A copy of Performance of the NHS provider sector for the month ended 31 December 2017 is attached.

NHS Improvement supports providers to reduce these rates. This includes programmes to reduce reliance on medicals locums and the development of new roles to support advanced clinical practice.

Information on the vacancy rates of ancillary staff is not available centrally.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4545", "label" : {"_value" : "Biography information for Lord O'Shaughnessy"} } , "answeringMemberPrinted" : {"_value" : "Lord O'Shaughnessy"} , "attachment" : {"_about" : "http://data.parliament.uk/resources/897342/answer/attachment/1", "fileName" : {"_value" : "Performance_of_the_NHS_provider_sector_for_the_month_ended_31_December.pdf"} , "title" : "Performance_of_the_NHS_provider_sector"} , "dateOfAnswer" : {"_value" : "2018-05-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-05-16T11:24:44.183Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2018-05-03", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "NHS: Vacancies"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the need to reduce vacancy levels amongst medical professionals and ancillary staff in the NHS.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/457", "label" : {"_value" : "Biography information for Lord Pendry"} } , "tablingMemberPrinted" : [{"_value" : "Lord Pendry"} ], "uin" : "HL7573"} , {"_about" : "http://data.parliament.uk/resources/511531", "AnsweringBody" : [{"_value" : "Department for Business, Innovation and Skills"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/511531/answer", "answerText" : {"_value" : "
