The UK, alongside G7 partners, has introduced unprecedented and wide-ranging sanctions on Russian oil and oil products, and the revenues they generate. The government has moved swiftly to ensure we have the right tools and structures in place to rigorously enforce those sanctions. Alongside our partners, we continue to monitor our oil-related measures and reserve the right to take further action to ensure their effectiveness. Head teachers and trust leaders decide how much Planning, Preparation and Assessment (PPA) time they provide for their teachers.<\/p>

The School Teachers\u2019 Pay and Conditions Document (STPCD), which sets out the statutory framework for teachers\u2019 pay and conditions for maintained schools in England, sets a minimum requirement of 10% of a teacher\u2019s timetabled teaching time as PPA time. There is no upper limit on PPA time.<\/p>

While academies are not required to comply with the requirements set out in the STPCD, anecdotal evidence suggests that the vast majority do. The Department requires a high level of accountability and transparency from academy trusts. Academy trusts\u2019 status as companies, charities and public sector bodies means they are all subject to rigorous accountability systems. The explicit responsibilities of trust executive leaders as Accounting Officers are set out in the Academy Trust Handbook.<\/p>

Where non-financial or financial non-compliance or governance failure is identified, including by trust executive leaders, Regions Group or the Education and Skills Funding Agency respectively will intervene in a way that is proportionate to the risk and preserves education provision. This can include issuing a trust with a Notice to Improve or, in the most serious cases, termination of the Funding Agreement.<\/p>

To strengthen the support for executive head teachers and Chief Executive Officers (CEOs), the Department is introducing a new Multi Academy Trust CEO Development programme. The Department has convened an expert panel across school leadership and business to codify the knowledge, skills, and behaviours of a CEO of a large trust into the new \u2018Multi Academy Trust Leadership Development: CEO Content Framework\u2019. The primary responsibility for the oversight of academy trusts, and the schools within them, rests with the trustees of an academy trust. The Department requires a high level of accountability and transparency from academy trusts. Academy trusts\u2019 status as companies, charities, and public sector bodies, means they have a rigorous tri-partite scrutiny framework.<\/p>

Academy trusts have the freedom to centralise functions to take advantage of economies of scale and obtain best value for money. Where academy trusts top slice from their academies\u2019 budgets to pay for these services, they must be transparent by disclosing the basis and value in their accounts. They must include additional disclosures in their annual accounts about the services they deliver centrally and the charging policy they apply. They must also identify the share against each academy.<\/p>

Academy trusts have delivered strong financial health across the sector. The latest published data shows that in 2020/21, 97.3% of trusts had a cumulative surplus or a zero balance.<\/p>
