DFID\u2019s programme is designed to help Ethiopia in transforming into a stable, industrialised and more resilient country, able to self-finance itself out of poverty and harness the potential of its youth. As of March 2017 we had supported 1.2 million children to gain a decent education, helped 755,000 people access clean water and/or sanitation and reached 5.7 million people through nutrition related interventions. DFID\u2019s portfolio in Ethiopia also focusses on helping to catalyse over £500 million of new investment, generating more jobs, and creating opportunities for British business in one of the fastest growing economies in the world. DFID is investing significantly to tackle migration issues and help refugees have a long-term life in Ethiopia (host to the second largest refugee population in Africa), while reducing incentives for onward migration to Europe and diminishing the influence of criminal gangs and people smugglers. In NHS England\u2019s 30 June and 21 October 2016 STP submission guidance, NHS England set out clear expectations that STPs would include the following elements as part of their plans:<\/p>

<\/p>

- A plan to engage more formally with NHS boards and those of their partners after the July conversations between STP leads and representatives from national bodies;<\/p>

- Evidence of how footprints have engaged organisations and other key stakeholders so far, and with whom they are still to engaged; and<\/p>

- Evidence or plans to involve staff, clinicians and care professionals, patients and Health and Wellbeing Boards etc.<\/p>

NHS England has made clear that STP partners should work with the knowledge, skills and experience of people in their communities. To support this, it jointly produced a practical guide for those developing plans in each of the 44 footprint areas and the statutory organisations that form part of them.<\/p>

Those STP areas that are more advanced in their plans have begun formal consultation in line with business as usual requirements for service changes. The Environment Agency routinely monitors groundwater levels in England\u2019s principal aquifers and publishes these monthly in a national water situation report.<\/p>

Rainfall totals for December were above average across England at 165% of the long term average. For a second consecutive month north-east and north-west England had exceptionally high rainfall totals for the time of year. Groundwater levels increased at approximately two-thirds of indicator sites during December and two thirds of sites were classed as normal or higher for the time of year.<\/p>

The Environment Agency undertakes monitoring and assessment of different aquifers locally, based upon the potential risk of groundwater flooding. A system of groundwater flood alerts and warnings is provided through our incident response procedures for those communities most vulnerable to potential groundwater flooding.<\/p>

The groundwater situation currently varies widely across the country, with higher than average and exceptionally high groundwater levels in parts of Cumbria, Yorkshire, Wessex, East Hampshire and Sussex whilst across the rest of southern England groundwater levels are around average or below average for the time of year.<\/p>

The National Crime Agency (NCA) operates UK-wide, including in Northern Ireland, and provides support to its partner agencies there in relation to customs and immigration matters whilst continuing to exchange information with the PSNI. The NCA has, to date, been unable fully to target serious and organised crime groups in Northern Ireland involved in activities which require policing powers to tackle them.<\/p>

The draft Crime and Courts Act 2013 (National Crime Agency and Proceeds of Crime) (Northern Ireland) Order 2015, was laid before Parliament on 29 January 2015. It makes provision for the NCA to operate in Northern Ireland with full powers including the ability to recover criminal assets in relation to offences that are devolved, together with the ability to request the recovery of assets overseas in civil recovery cases.<\/p>

This will make Northern Ireland and the rest of the UK a safer place and means the most serious criminals can be pursued wherever they are. The Order details commencement of the provisions, some of which will come into force the day after it is made, including the extension to Northern Ireland of all of the relevant civil recovery provisions relating to freezing and recovery orders. The related civil recovery investigation powers will require further secondary legislation relating to a Code of Practice.<\/p>

A number of provisions that relate to the NCA\u2019s operational use of constable powers and covert techniques, which will be subject to a Memorandum of Understanding, will come into force at the end of two months beginning with the day on which the Order is made. The Order may not be made until it has been approved by a resolution of each House of Parliament.<\/p>
