In reaching a decision, the Department for International Trade receives advice from a number of Departments including the Ministry of Defence and the Foreign and Commonwealth Office. Together, we draw on all available information, including reports from NGOs and our diplomatic missions. The Consolidated Criteria provides a thorough risk assessment framework and requires us to think hard about the impact of exporting any equipment. These are not decisions my Department takes lightly, and we will not license the export of items where to do so would be inconsistent with the Consolidated Criteria.<\/p>

Any licence granted by my Rt Hon. Friend the Secretary of State for International Trade may be subject to conditions. In addition, in line with the Consolidated Criteria, my Department is able to review licences \u2013 and suspend or revoke as necessary \u2013 when circumstances require. There are currently nine<\/del> eight <\/ins>extant licences that may be linked to law enforcement agencies. Six are Open Individual Export Licences (\u2018OIELs\u2019), which have potential end users that include law enforcement agencies. Three<\/del> Two <\/ins>are Standard Individual Export Licences (\u2018SIELs\u2019), which have numerous potential end users that include law enforcement agencies. There are also 15 Open General Licences (\u2018OGLs\u2019) for which businesses can register that cover the export of anti-riot gear.<\/p>

There is no requirement under the terms of the Public Statues (Metropolis) Act 1854 to obtain the consent of the Secretary of State before the removal of sculptures erected in London.<\/del><\/p>

Indoor sports and physical activity facilities play a crucial role in supporting people to be active and the Government is committed to reopening facilities, including snow sports and indoor rock climbing facilities, as soon as it is safe to do so. <\/ins><\/p>

We are holding regular discussions with representatives from the leisure sector and national sports organisations to develop guidance that will support them to open their facilities in a timely and safe manner once lockdown measures are eased. <\/ins><\/p>

On arrival into custody, all prisoners\u2019 suitability to share a cell is risk assessed. These assessments are based on numerous factors including index offence, health concerns and security information (such as beliefs and prejudices).<\/p>

<\/p>

Since March, we have introduced strong measures to avoid thousands of prisoners and staff becoming infected with COVID-19. This includes restrictions on movement between jails, the early release of low-risk offenders and the temporary expansion of the prison estate. These measures have helped to contain the spread of the virus and limit deaths. This action has helped to reduce the prison population, allowing establishments to implement \u2018compartmentalisation\u2019.<\/p>

<\/p>

We are installing over 1,000 temporary cells to increase space and help reduce the spread of the virus. These units are being placed where there are the highest number of shared cells, a lack of in-cell sanitation and where there are high numbers of vulnerable prisoners. We have also opened an Annex at HMP/YOI Rochester to hold up to 70 men.<\/p>

<\/p>

As at 29 May 2020, 35% of the prison population are sharing cells holding two or more people and this is broken down by establishment in the table below. The detail collected is subject to the inaccuracies inherent in any large-scale recording system.<\/p>

Together, we draw on all available information, including reports from NGOs and our diplomatic missions. The Consolidated Criteria provides a thorough risk assessment framework and requires us to think hard about the impact of exporting any equipment. These are not decisions my Department takes lightly, and we will not license the export of items where to do so would be inconsistent with the Consolidated Criteria.<\/p>

The footage of George Floyd\u2019s death is deeply upsetting and we appreciate the strength of feeling behind the planned #BlackLivesMatter protests, but it is vital to remember that we are still in the midst of a public health crisis. We strongly support the right to protest peacefully, but this pandemic has led to many of our individual freedoms being curtailed because everyone has a role to play in helping to control the virus following the rules. This is how we can continue to save lives so we can recover. Under the current regulations, gatherings of more than six people from different households are not permitted. We are in close contact with police to ensure they are prepared to respond to any public disorder and have appropriate policing plans in place. How they use these powers is an operational matter for the police, who are independent of Government. The Police have adopted an effective approach of the 4Es; engaging, explaining and encouraging compliance before moving to enforcement options. The National Police Chiefs Council and the College of Policing have issued guidance on how they will enforce the regulation. The footage of George Floyd\u2019s death is deeply upsetting and we appreciate the strength of feeling behind the planned #BlackLivesMatter protests, but it is vital to remember that we are still in the midst of a public health crisis. We strongly support the right to protest peacefully, but this pandemic has led to many of our individual freedoms being curtailed because everyone has a role to play in helping to control the virus following the rules.
