This is a devolved matter. We have set out below the actions that we have taken in England.<\/p>

We know that a large number of disabled people continue to rely on friends, family and wider community support as they face difficulties accessing food.<\/p>

Where that is not possible, there are a number of options available for people to access support. Individuals can request support from a volunteer via NHS Volunteer Responders, who can shop on their behalf.<\/p>

We are working with local authorities, supermarkets and charities to ensure that vulnerable groups get the support they need to access food and other essential supplies. These organisations are able to sign-post people to commercial food delivery options, help them access priority supermarket delivery slots or refer them to the NHS Volunteer Responder programme.<\/p>

People who are clinically extremely vulnerable (CEV) can also register for support online or via an automated helpline. As part of the registration process, we have asked individuals to indicate whether they have unmet basic care needs, such as social care and social contact needs. Local authorities are best placed to respond to these needs, and we are sharing data with them to ensure vulnerable individuals get the support they need while shielding.<\/p>

The NHS has also made arrangements to have medicines delivered to CEV people's homes by local community pharmacies or their dispensing doctor, where no other person is able to collect the item from the pharmacy and deliver it to the patient.<\/p>

Where people who are CEV have asked for help accessing food, they have been offered centrally provided food boxes and supermarkets have offered priority delivery slots. Boxes will continue until the end of July and seven supermarkets have confirmed that access to priority supermarket delivery slots will continue beyond the end of July for those already signed up for support.<\/p>

We have also made available an additional £63 million to be distributed to local authorities in England to help those who are struggling to afford food and other essentials due to COVID-19. Littering is a criminal offence, with a maximum penalty on conviction of a fine of up to £2,500, although most enforcement is carried out by local authorities using fixed penalties. Following consultation, with effect from April 2018, we increased the maximum fixed penalty for littering from £80 to £150, and from April 2019, the minimum fixed penalty was also raised from £50 to £65. We have also given councils in England (outside London) new civil penalty powers to tackle littering from vehicles. We have no plans to make further changes to the level of fixed penalties or fines for littering and have made no specific assessment of the potential environmental merits of doing so at this stage.<\/p>

Enforcement action should only be taken when it is in the public interest to do so. Enforcement action should always be proportionate, and penalties should not be issued for trivial offences or accidental littering.<\/p>

The department is providing laptops and tablets to vulnerable and disadvantaged children who would otherwise not have access and are preparing for examination in Year 10, receiving support from a social worker, including pre-school children, or are a care leaver. Where care leavers, children with a social worker at secondary school and children in Year 10 do not have internet connections, we are providing 4G wireless routers.<\/p>

The department has also partnered with BT to give 10,000 young people free access to BT Wi-Fi hotspots, who do not have access to good internet by other means.<\/p>

Local authorities and academy trusts are best placed to identify and distribute the laptops, tablets and 4G wireless routers to children and young people who need devices. The department invited local authorities to order devices for the most vulnerable children first - children with a social worker and care leavers.<\/p>

According to the UN, Yemen remains the world\u2019s largest humanitarian crisis, with 80% of the entire population, over 24 million people, requiring some form of humanitarian assistance. More than 20 million people in Yemen do not have reliable access to food and almost 10 million people face extreme food shortages.<\/p>

We are concerned that the outbreak of COVID-19 in Yemen is already exacerbating this devastating humanitarian situation.<\/p>

DFID modelling estimates that over 100,000 Yemenis are now likely to have been infected by COVID-19. With only half of Yemen\u2019s health facilities currently functional, we are extremely concerned by the capacity of the Yemen\u2019s healthcare system to respond.<\/p>

Ultimately, a political settlement is the only way to properly address the worsening humanitarian crisis. In co-operation with the Royal College of Physicians and the Chief Medical Officer\u2019s team, the Association of British Neurologists (ABN) published COVID-19 specific guidance for patients with neurological conditions, as well as clinicians, on 22 March 2020. The guidance identified patient groups at increased risk from COVID-19 and those for whom shielding was recommended. Early in the pandemic, the ABN recommended a reduction in face to face appointments for non-emergency care in services such as neurology, while maintaining essential care to protect patients. NHS England and NHS Improvement advised the system that in-person consultations should quickly be phased out and \u201cshould only take place when absolutely necessary\u201d.<\/p>

During the pandemic, digital and remote general practitioner consultations and outpatient appointments as means to support patients have become the norm across England. Providers have been rolling out remote consultations using video, telephone, email and text message services as a priority, including for those with neurological conditions. NHS England and NHS Improvement have also published a range of guidance for primary and community health service to identify, support and engage people, such as those with neurological conditions, during the COVID-19 outbreak, including:<\/p>
