Defra is investigating the risks and environmental effects of deep sea mining through a cross Government working group including Cefas, the Joint Nature Conservation Committee, the Department for Business, Energy and Industrial Strategy and the Foreign and Commonwealth Office. The working group is supported by input from the National Oceanography Centre, Natural History Museum and British Geological Survey who are involved in a number of ongoing academic projects considering the impacts of deep sea mining. In addition, FCO and Defra commissioned a workshop in February 2019 which brought together UK universities, industry and consultancies involved in the assessment of deep sea mining activities, to share information, progress and research findings. The outputs of these discussions are being used to inform the UK\u2019s input into the development of regulations, standards and guidelines at the International Seabed Authority.<\/p>

<\/p>

The UK is pushing for transparent, science-based and environmentally sound regulation of seabed mining by the International Seabed Authority to ensure effective protections of deep sea habitats and biodiversity while allowing UK businesses to realise the commercial opportunities.<\/p>

<\/p>

We are using our influence to secure the adoption of a mining code in 2020 that provides for robust and accountable oversight of mining activity. At Budget 2018 the Government introduced a Retail discount which cuts small retailers\u2019 business rates bills by a third for two years from April 2019. This is worth over £1 billion to businesses. The Government has also doubled the threshold for Small Business Rate Relief from April 2017 benefitting the smallest retail properties. Members\u2019 staff are regularly consulted on service issues by House authorities. These consultations include regular meetings between House staff and MPs\u2019 staff representative bodies, and invitations to focus groups to feed into service design. A sample of Members\u2019 staff have also recently been surveyed on how effective the services provided by the House are for them. There is also an annual meeting between House staff and MPs\u2019 staff bodies (specifically Members and Peers Staff Association and Unite) at which service issues can be raised.<\/p>

More recently, the House of Commons Commission has discussed the Gemma White review, and it welcomed the broad thrust of the recommendations made, which included better HR services for Members\u2019 staff and how the sense of isolation that they feel can be addressed. They have asked the House Administration to carry out further work to examine the practical steps that can be taken in response to it.<\/p>

The Government has not made estimates of increased premiums. Insurance companies are private businesses that take into account a range of factors when setting their premiums and excess in household insurance policies.<\/p>

Flood Re was launched in April 2016 and is designed to improve the availability and affordability of household insurance policies for people living in high flood risk areas.<\/p>

The premiums under Flood Re are set in legislation and vary by the council tax band of the property and have a fixed excess per claim. In January 2019 these were reduced for the majority of council tax bands.<\/p>

To achieve the NHS Long Term Plan ambition, we are modernising our world-renowned cancer screening programmes by introducing faecal immunochemical testing into the NHS Bowel Cancer Screening Programme and human papillomavirus as the primary test in the NHS Cervical Screening Programme.<\/p>

NHS England is establishing rapid diagnostic centres, which build on the 10 models piloted through the \u2018Accelerate, Coordinate and Evaluate\u2019 programme, which have focussed on diagnosing cancers where patients often present with non-specific symptoms and may go to their general practitioner (GP) many times before being sent for appropriate tests. These will be particularly important for the less-survivable cancers.<\/p>

NHS England is extending lung health checks, targeting clinical commissioning groups with the lowest survival rates. In Greater Manchester introducing low dose CT health checks saw an almost five-fold reduction in stage 4 disease, with 80% of cancers diagnosed at an early stage.<\/p>

There will also be efforts to continue to raise awareness cancer symptoms, lower the threshold for GP referrals and accelerate access to diagnosis and treatment.<\/p>

As set out in the NHS Long Term Plan Implementation Framework, local systems are being asked to create their five-year strategic plans to deliver the commitments in the NHS Long Term Plan. Plans should be created by November 2019. System plans will then be aggregated, brought together with additional national activity and published as part of a national implementation plan by the end of 2019.
