The government\u2019s Air Quality Grant Programme provides funding to local authorities; funding projects in local communities to tackle air pollution and reduce emissions affecting schools, businesses and residents. Local authorities have a duty to monitor and assess air quality and to take action to reduce pollution where these breach statutory limits, and are best placed to determine local priorities.<\/p>

Defra awarded a total of £2.4 million to local authorities in England from the 2017/18 air quality grant fund; £3.7 million was awarded in 2016/17, and £0.5 million in 2015/6. £3 million has been allocated for 2018/19.<\/p>

While all measures which reduce air pollution will reduce exposure of children to these harmful pollutants, some projects have elements that are specifically targeted at children. For example:<\/p>

In 2016-17, the London Borough of Islington were awarded £50k to run a local school focused awareness and engagement campaign through the air quality grant; and<\/p>

<\/p>

In 2017/18, Spelthorne Borough Council were given £145,188 to run an awareness campaign in schools across Surrey.<\/p>

The Government has also put in place a £3.5 billion plan to improve air quality and reduce harmful emissions, which includes £495 million for councils to improve air quality. Councils with serious air quality problems may bid for a share of these funds. We have consulted on our new world leading Clean Air Strategy, which includes new and ambitious goals, legislation, investment and policies which will help us to clean up our air faster and more effectively.<\/p>

The British Government is aware of reports of the detention of 13 Christians in Darfur last month, and welcomes their recent release. We continue to make clear to the Government of Sudan our expectation that all detainees are treated in accordance with international standards. Sudan remains a Human Rights Priority Country for the Foreign and Commonwealth Office and we discussed freedom of religion or belief at the sixth round of the UK-Sudan Strategic Dialogue on 7 November. I visited Sudan in September, and the Minister for the Commonwealth and UN visited in October. The honorable member will recall that I expressed my concerns on the sentence given to Mr Rajab in my written statement of 21 February. I also reiterated the UK's call for Bahrain to protect freedom of expression for all its citizens, in line with international obligations.<\/p>

The British Embassy in Bahrain has closely monitored the trials of Mr Rajab. Officials from the Embassy regularly attend Mr Rajab's court hearings, including the handing down of the latest appeal verdict. We have raised the case at senior levels as part of the UK's ongoing open dialogue with Bahrain. I am aware that there is now an opportunity for Mr Rajab's legal team to apply for an appeal through the judicial system. The Sanctions and Anti-Money Laundering Act provides the power for the UK to impose sanctions regimes after the UK has left the EU, including against individuals involved in gross human rights abuses via the so-called Magnitsky clauses.<\/p>

The UK is committed to promoting peace and strengthening human rights in South Sudan, and to holding to account those responsible for the worst violations. The UK currently has a range of powers that we use to sanction individuals flowing from the European Communities Act. This includes the power to sanction individuals for human rights abuses, which we deploy regularly to protect national security. Through sustained bilateral engagement by myself and senior officials across the region, the British Government is urging InterGovernmental Authority on Deveoplment (IGAD) member states and African Union leaders to take action against those who have violated the Cessation of Hostilities Agreement.<\/p>

We welcome the renewed commitment by the parties in the Khartoum Declaration to a permanent ceasefire. Both the region and the parties to the conflict must ensure that the agreement is implemented in full and without delay, and that it is robustly and independently monitored. However, the new ceasefire does not negate the need to respond to the continued and repeated violations of the December 2017 Cessation of Hostilities Agreement.
