As I made clear to the House in the adjournment debate on this subject on 2 April, combating violence and discrimination against LGBT communities forms an integral part of our tireless efforts to protect and promote human rights internationally. We have raised our deep concern about the Anti-Homosexuality Act with the Government of Uganda at the highest levels. Since that debate, the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Boston and Skegness (Mr Simmonds) has raised the issue with the Ugandan Foreign Minister on 3 April.<\/p>

Uganda's Anti-Homosexuality Act runs counter to the Commonwealth's commitment to equality and respect without discrimination on any grounds. The Foreign Secretary wrote to the Secretary General of the Commonwealth on 1 March to ask him to work with us to review the worrying trend on lesbian, gay, bisexual and transgender rights in some Commonwealth member states. I discussed the issue with the Commonwealth Secretary-General on 19 March. We also use Commonwealth fora, such as the Commonwealth Law Ministers' meetings (CLMM), to raise concerns. The UK ended Budget Support to the Ugandan Government following concerns about corruption last year. Our development programme continues to support poverty reduction and growth in Uganda.<\/p>

DFID is providing £16.3 million over 4 years to support an improved HIV prevention response in Uganda, which will include provision for specifically targeting Most At Risk Populations (MARPS). We also provide support through the Global Fund to Fight AIDS, TB and Malaria. We are working with other donors and the Ministry of Health in Uganda to assess the likely impact of this legislation.<\/p>

The Government regularly produces analysis of the cumulative impact of all Coalition changes, including welfare, on households across the income distribution. This information is produced by the Treasury and is published alongside every Budget and Autumn Statement, in the interests of transparency. The previous government did not provide this type of analysis. Distributional analysis is provided for the whole population on the basis of household income and household expenditure. This analysis estimates the effect of Coalition measures from all fiscal events from the Budget in June 2010 to the Budget in 2014. It also includes changes that were announced before the Budget in June 2010 that have been implemented by this Government. Current Coalition policies are compared with what might have happened if the previous Government's policies had continued into the future without any further fiscal consolidation.<\/p>

There is an increasing risk of such an impact. The National Crime Agency is committed to assisting the Police Service of Northern Ireland to tackle serious and organised crime in Northern Ireland, as far as the restrictions on its powers permit. However, its activities in devolved areas have been curtailed and the capability that the Agency has available in Northern Ireland is therefore less than that available in the rest of the UK. This is of particular concern in areas where the Police Service of Northern Ireland or other Northern Ireland agencies do not have the powers or expertise to replace NCA capabilities, such as civil asset recovery.<\/p>

The evaluation work for the More Than Meets The Eye campaign is expected to report in May. The figure quoted reflects the media costs of the campaign, and includes approximately £1.2 million from the existing contracted budget. I have placed a copy of the marketing brief and analysis of results for the Step Up campaign in the Library of the House. The Start Thinking Soldier campaign took place four years before the current partnering arrangement between the Army and Capita started. Although formal evaluation is no longer held for Start Thinking Soldier, I have placed the marketing brief for the television advertising in the Library of the House.<\/p>

The Army is always recruiting, as it requires a constant flow of personnel to enter as privates and officer cadets, and then to gain the knowledge and experience to be promoted through the ranks. Consequently, it will always need to run recruitment campaigns. As part of the reforms to the national curriculum, the Department for Education is strengthening the teaching of programming in schools by replacing ICT with computing. The new computing programmes of study, which will be taught in maintained schools from September 2014, have a much greater emphasis on computer science and include a significant focus on programming. Primary school pupils at key stage 1 will be taught to understand what algorithms are, create and debug simple programs, and use logical reasoning to predict the behaviour of simple programs. Building on this, primary school pupils at key stage 2 will be taught to design, write and debug programs that accomplish specific goals, including controlling or simulating physical systems; use sequence, selection, and repetition in programs; and use logical reasoning to detect and correct errors in algorithms and programs.<\/p>

The Department is funding several projects to help teachers acquire the necessary subject knowledge and skills to teach the new computing curriculum. We are funding the British Computer Society (BCS) to help primary school teachers improve their subject knowledge through online teach-yourself resources and 800 in-school workshops. We are also funding BCS to build a network of 400 \u2018Master Teachers'. A further £500,000 competitive match-funded scheme was announced on 4 February to support excellent computing teaching and lever additional investment and engagement from business.<\/p>
