We recognise the impact that a parent going to prison can have on a child\u2019s learning, behaviour, mental health, and wellbeing. This is why statutory guidance Working Together to Safeguard Children is clear that anyone who has concerns about a child\u2019s welfare should make a referral to local authority children\u2019s social care.<\/p>

The local authority and its social workers have specific roles and responsibilities to lead statutory assessments. Every assessment should reflect children\u2019s needs within their family and community context, including taking account of a parent being in prison. These children\u2019s circumstances vary considerably and therefore local agencies are best placed to determine what support is needed \u2013 whether early help, statutory social care services, or support for other needs such as mental health.<\/p>

Statutory guidance for schools (Keeping Children Safe in Education) is clear that staff should consider the additional needs of children with a family member in prison or who are affected by parental offending. The guidance highlights the risk of poor outcomes including poverty, stigma, isolation, and poor mental health. This Government recognises the value of supporting students to study and do work placements overseas because of the benefits it brings to the UK and our international partners.<\/p>

Student mobility can provide life changing opportunities while creating a generation of globally minded young people with broadened horizons. It enhances productivity and employment outcomes for young people while also helping to build international relationships between students and institutions.<\/p>

That is why we introduced the UK\u2019s £110 million international mobility programme, the Turing Scheme, which is providing the opportunity for more than 40,000 students in schools, colleges and universities to study and work abroad this academic year in over 150 destinations.<\/p>

The Turing Scheme specifically seeks to support participation of UK students from disadvantaged backgrounds and areas of historical low participation in student mobility. More than 19,000, 48%, of the placements approved for funding are for participants from disadvantaged backgrounds. As set out in the Written Ministerial Statement on 29 October, the £12 billion contingencies fund advance will meet the Scottish Government\u2019s cash requirement in advance of parliamentary approval at Supplementary Estimates 2021-22, at which point this advance will be repaid. The Scottish Government is operating within its budgets, so this does not represent additional expenditure, but ensures they have the cash they need on top of what was included at Main Estimates.<\/p>
