Returning Officers are responsible for the issue of postal votes at elections. The Electoral Commission guidance advises Returning Officers that they should prioritise postal votes that are to be sent overseas in order to maximise the time that postal voters have to receive, complete and return their postal vote.<\/p>

The Government has recently taken steps to enhance the postal vote system for UK citizens living overseas. At the 2019 General Election, the Government funded a scheme to expedite the issue of postal vote ballot papers to overseas electors via Heathrow Airport. The Government has also funded the use of the International Business Response Licence which expedites the return of ballot packs from overseas, as well as covering any postage costs that might otherwise be incurred.<\/p>

The Elections Bill includes measures that will make it easier for overseas electors to participate by enabling them to remain registered for longer with an absent vote arrangement in place. The registration period for overseas electors will be extended from one year to up to three years, and electors will be able to reapply or refresh, as appropriate, their absent vote arrangements at the same time as renewing their registration. The administration of Countryside Stewardship and Environmental Stewardship will be moving from Natural England to the Rural Payments Agency in the autumn. Administration of CAP schemes in one organisation will provide a more joined up service for staff and customers. Natural England will continue working with farmers to get the best environmental outcomes from the schemes on the ground.<\/p>

We know that farmers need stability, certainty and a smooth transition to a new system once the UK has left the EU. In our consultation paper \u201cHealth and Harmony: the future for food, farming and the environment in a Green Brexit\u201d, published on 27 February, we set out our proposals for future agricultural policy. NHS England has taken account of the potential impact of a pharmacy minor ailments service on general practitioner services and other parts of the National Health Service. The findings of the Minor Ailment Study (MINA), conducted by the University of Aberdeen, in collaboration with NHS Grampian and the University of East Anglia, on behalf of Pharmacy Research UK in 2014, were considered. The study\u2019s main conclusions were:<\/p>

<\/p>

- consultations for minor ailments continue to be a burden on high cost service providers but there needs to be consensus amongst healthcare professionals regarding what constitutes a minor ailment suitable for treatment in the community pharmacy setting;<\/p>

- the evidence considered suggests that community pharmacy-based minor ailment schemes are an effective and cost-effective strategy for managing patients;<\/p>

- health professionals and patients need to be confident in the ability of pharmacists and their staff to manage minor ailments; and<\/p>

- future initiatives to shift demand from high cost settings to community pharmacy should adopt an interdisciplinary approach to explore and address patient decision-making behaviour.<\/p>

<\/p>

In addition, evaluations of local minor ailments schemes have continued to inform decision-making about local commissioning of such schemes.<\/p>

<\/p>

Community pharmacy is a vital part of the NHS and can play an even greater role. In the Spending Review the Government re-affirmed the need for the NHS to deliver £22 billion in efficiency savings by 2020/21 as set out in the NHS\u2019s own plan, the Five Year Forward View. Community pharmacy is a core part of NHS primary care and has an important contribution to make as the NHS rises to these challenges. The Government believes efficiencies can be made without compromising the quality of services or public access to them. Our aim is to ensure that those community pharmacies upon which people depend continue to thrive and so we are consulting on the introduction of a Pharmacy Access Scheme, which will provide more NHS funds to certain pharmacies compared to others, considering factors such as location and the health needs of the local population.<\/p>

<\/p>

The Government\u2019s vision is for a more efficient, modern system that will free up pharmacists to spend more time delivering clinical and public health services to the benefit of patients and the public.<\/p>

<\/p>

We are consulting the Pharmaceutical Services Negotiating Committee, other pharmacy bodies and patient and public representatives on our proposals. An impact assessment will be completed to inform final decisions and published in due course.<\/p>

<\/p>

Local commissioning and funding of services from community pharmacies, such as minor ailment services, will be unaffected by these proposals.<\/p>
