The Sentencing Guideline for environmental offences was reviewed and strengthened in 2014. The maximum penalty for indictment for fly-tipping is imprisonment of up to five years or a potentially unlimited fine. The Government will continue to provide information to the Sentencing Council as they monitor the impact of the guidance.<\/p>

In 2015 we gave local authorities stronger powers to stop and seize vehicles of those suspected of fly-tipping and vehicle seizures have increased in 2016/17 by 34% from the previous year.<\/p>

<\/p>

The Government is committed to tackling fly-tipping on a number of fronts. We have given local authorities the power to issue fixed penalty notices for small scale fly-tipping in addition to search and seizure powers. It is the responsibility of local authorities to use the powers available to them. The National Fly-tipping Prevention Group has published guidance for local authorities which sets out clearly the powers available to local authorities and other partners when tackling fly-tipping.<\/p>

UK-registered companies are subject to UK company law, which includes a statutory requirement under the Companies Act 2006 for medium sized and large companies to produce an annual strategic report. Parent companies that prepare group accounts must produce a consolidated strategic report relating to the undertakings included in the consolidation.<\/p>

In the case of UK-registered quoted companies, the strategic report must include information about the company\u2019s employees, and social, community and human rights issues, including any policies in relation to those matters and the effectiveness of those policies, to the extent necessary to assess the development, performance or position of the company\u2019s business.<\/p>

Additionally, large companies which are public interest entities that employ 500 or more employees must include in the strategic report a non-financial statement containing information on employees and respect for human rights, to the extent necessary for an understanding of the company\u2019s development, performance and position and the impact of its activities.<\/p>

As such, where a UK registered company operates outside of the UK, including through subsidiaries, its strategic report will, to the extent required by the reporting requirement, contain information in relation to its activities abroad.<\/p>

The Government Response to the Corporate Governance Reform green paper consultation, published on 29th<\/sup> August 2017, announced a number of reforms to further strengthen and improve transparency in corporate governance at UK-registered companies, including to introduce secondary legislation requiring companies of a significant size to explain how their directors comply with the existing duty under Section 172 of the Companies Act to have regard to employee and other stakeholder interests.<\/p>

HM Revenue and Customs (HMRC) have brought together their High Net Worth Unit and Affluent teams to form a single Wealthy team. This organisational change will ensure that HMRC deploy their specialist, highly skilled resource on those wealthy individuals that present the highest compliance risk.<\/p>

As at 31 March 2017, the team had approximately 1040 full time equivalent staff engaged in customer compliance activity. Their roles focus on promoting tax compliance and tackling non-compliance amongst the wealthy population, including, where evidence is found, investigating potential tax evasion. The team works closely with Counter Avoidance and Fraud Investigation Service to ensure HMRC effectively tackle avoidance and evasion within this customer segment. As set out in my oral answer the Government is investing £13bn into the North. The government ended the spirits duty escalator in 2014 with a duty freeze, followed by a cut in 2015 and a further freeze in 2016. The previous action taken means that the tax on a bottle of Scotch Whisky is now 90p lower than it would otherwise have been since ending the spirits duty escalator in 2014.<\/p>

Table 2.1ts of this publication sets out median incomes over time for each decile of the population, ordered from the 10% of individuals with the lowest equivalised household incomes (decile 1), to the 10% of individuals with the highest incomes (decile 10). This shows between 2009/10 and 2015/16 on a Before Housing Cost (BHC) basis, the median income of decile 1 increased by 4%, whereas the median income of decile 10 decreased by 3%. The patterns were similar on an After Housing Cost (AHC) basis, whereby decile 1 increased by 2% and decile 10 decreased by 3%.<\/p>

<\/p>

The publication also has measures for income inequality. One of these is the Gini-coefficient, which is an international standard technical measure, showing how incomes are distributed across all individuals. It ranges from 0% (when everyone has identical incomes) to 100% (when all income goes to only one person). Income inequality according to this measure has fallen between 2009/10 and 2015/16 from 36% to 35% on a BHC basis, and from 40% to 39% on an AHC basis.<\/p>

<\/p>

Another measure of income inequality is the 90/10 ratio; this compares the incomes of the 90th<\/sup> percentile to the 10th<\/sup> percentile. The higher the number, the greater the gap between those with the highest incomes and those with the lowest incomes. This measure has fallen between 2009/10 and 2015/16 from 4.1 to 3.9 on a BHC basis, and from 5.4 to 5.2 on an AHC basis.<\/p>
