Planning policies and decisions should ensure that developments create safe places and ensure that crime and disorder, and the fear of crime, do not undermine the quality of life or community cohesion. As a matter of policy, the Government does not comment on matters related to COBR.<\/p>

However, we can confirm that Ministers and officials from across government took several measures in response to Storm Arwen.<\/p>

The Defence Secretary oversaw the deployment of 297 military personnel to support civil authorities in the response. These personnel helped two Local Resilience Forums in the provision of welfare in northeast England, and assisted the Scottish Government in their response in the Grampian region.<\/p>

The Prime Minister spoke to the chief executive of Northern Powergrid to discuss the ongoing work to restore power in the affected areas. He also spoke with local community leaders in Northumbria, Durham and Darlington, and Lt Col Mark Steed, who coordinated the military involvement in the response in northeast England.<\/p>

Further to this, The Secretary of State for Business, Energy and Industrial Strategy gave a statement to Parliament at the time and The Minister for Energy, Clean Growth and Climate Change responded to an Urgent Question on 6 December.<\/p>

Engine idling can be a significant contributor to local emissions, particularly where there may be a number of idling vehicles such as outside schools. All domestic electricity customers in Great Britain will receive a £200 reduction in their electricity costs from this October. We expect households will pay this back from 2023 \u2013 when energy prices are expected to be lower - through an increase to standing charges on their bills of around £40 per annum over five years.<\/p>

There will be cases where changes in people\u2019s personal circumstances mean they may not directly be the recipient of the reduction, but still pay charges in future bills, or vice versa. This is not a loan to either suppliers or households.<\/p>
