Member's Questions 14221, 14222 and 14223, throughout 2011, the UK Government sought to respond to rapidly changing and volatile dynamics in order to protect Libyan civilians and wider UK interests. The UK's objective was clear: protect civilians and promote stability in Libya in accordance with the UN Security Council Resolution 1973, in support of NATO's Operation UNIFIED PROTECTOR.<\/p><p>As announced in Parliament by the then Foreign Secretary on 26 April 2011, the diplomatic mission in Benghazi was expanded to include an additional military liaison advisory team. This team was deployed to support the Libyan National Transitional Council (NTC) on how to better protect civilians. The team advised the NTC on how to improve their military organisational structures, communications and logistics. This deployment was fully within the terms of UNSCR 1973; both in respect of civilian protection and its provision, which expressly ruled out a foreign occupation force on Libyan soil. As stated by the then Foreign Secretary, &quot;their sole purpose is to support the NTC's efforts better to protect civilians by advising on military organisational structures, communication and logistics. They are not involved in training or arming the opposition's fighting forces, nor are they executing or providing military advice&quot;.<\/p><p>Turning to your question concerning contact with the Libyan Islamic Fighting Group, there are no records of any UK contact with this group, in fact, the Libyan Islamic Fighting Group was a proscribed terrorist group in both the UK (in 2005) and US (in 2001).<\/p>"}

Our 2018 Resources and Waste Strategy set out our strategic approach to tackling waste crime, including fly-tipping. Our focus is on enabling local action by providing a clear legal framework of rights, responsibilities and powers and setting national standards.<\/p><p>Local authorities and the Environment Agency are encouraged to work in partnership with national and local police bodies in carrying out their enforcement functions against fly-tipping. Defra are working with a wide range of interested parties through the National Fly-Tipping Prevention Group (NFTPG) to raise awareness of fly-tipping and to develop a fly-tipping toolkit. Members of the NFTPG include local authorities, the National Police Chiefs Council and the Environment Agency. The toolkit will support partnership working, intelligence sharing, dealing with fly-tipping associated with unauthorised encampments and the use of technology to report fly-tipping.<\/p><p>In the Environment Bill, we are bringing forward measures to go further, giving agencies and authorities enhanced powers of entry and access to evidence to strengthen their ability to tackle waste crime, and enhancing our ability to track waste and to crack down on rogue operators.<\/p>"}

This was so that we could test, at scale, the future scheme in real-world scenarios, with a wide range of farmers and land managers. It is our intention to publish a comprehensive assessment in due course.<\/p><p>The Government also produces and publishes analysis for each new free trade agreement it pursues and is committed to publishing a full impact assessment following the conclusion of negotiations prior to implementation of an agreement.<\/p><p>The OECD publishes an <a href=\"https://www.oecd-ilibrary.org/agriculture-and-food/agricultural-policy-monitoring-and-evaluation-2021_2d810e01-en?_ga=2.41177188.775305080.1632319086-1231798159.1614081332\" target=\"_blank\">annual agricultural policy monitoring and evaluation report<\/a> which contains estimates of support to agriculture. One metric of particular interest from that publication is the \u2018producer support estimate\u2019 (PSE) as a percentage of receipts. As an example, it shows that for the UK the PSE is approximately 20% of receipts compared with 1% in New Zealand and 2% in Australia.<\/p>"}
