The Ministry of Justice has published regular updates on the actions the department has taken in response to the Lammy Review recommendations.<\/p>

<\/p>

Of the actions we said we would undertake 29 have been completed out of the 33 recommendations made in the Lammy Review. The remaining recommendations have a justifiable reason for their extended timescales.<\/p>

Where a recommendation could not be implemented in full or exactly as set out in the Review, alternative approaches have been sought to achieve the same aim.<\/p>

The recommendations of the Lammy Review apply to services delivered across both Wales and England. The Government announced on 8 March its intention to bring forward legislation to change the mandatory retirement age for all judicial office holders, including magistrates, to 75 \u2013 a step which I know has been welcomed by many magistrates<\/p>

We will also be legislating to allow retired magistrates to apply to return to the bench where there is a business need.<\/p>

On 1 April 2020, there were 13,177 magistrates. We recognise the deep distress the theft of a much-loved pet can cause which is why robust laws are already in place to firmly deal with offenders who commit such abhorrent crimes.<\/p>

Sentencing is a matter for our independent courts. Sentencing guidelines acknowledge that theft which causes emotional distress, or where the items stolen were of substantial value to the loser, regardless of monetary worth, will indicate a higher level of seriousness and the offender should be sentenced accordingly.<\/p>

The Prime Minister\u2019s Crime and Justice Taskforce (CJTF) was established last year to consider matters relating to the prevention of crime and the effectiveness of the Criminal Justice System, including combating drug misuse. The Home Secretary, the Secretary of State for Health and Social Care and the Lord Chancellor are core members of this Taskforce.<\/p>

In January, the Government announced £80 million to fund drug treatment in England in 2021/22 \u2013 the biggest increase in 15 years.<\/p>

The current advice for those across the UK remains to stay at home and not travel abroad unless it is for a permitted exempt reason. Our advice to British nationals abroad is that they should follow the public health advice of the country which they are in, including current COVID-19 restrictions.<\/p>

Other countries maintain their own visa regimes. As of 1 January 2021, British Citizens do not need a visa when travelling to the EU for visits of up to 90 days in any 180-day period, for tourism and similar activities. Requirements for stays beyond visa or visa free periods are subject to national procedures for each country. Any queries on applicable regimes are for the relevant immigration authorities in that country. If a British national overseas requires consular assistance, the FCDO can be contacted by phone or email 24 hours a day, seven days a week and 365 days a year. Community learning, funded through the Education and Skills Funding Agency (ESFA) and Adult Education Budget (AEB), provides a way of progressing to further learning, training or employment, particularly for disadvantaged learners.<\/p>

The ESFA community learning objectives require providers to prioritise disadvantaged learners. It is an important stepping stone, particularly for these learners with learning difficulties and/or disabilities, learners with low basic skills, learners with mental health issues, and learners facing financial hardship.<\/p>

Community learning is funded through the AEB which aims to engage adults and provide the skills and learning they need to equip them for work, an apprenticeship or further learning. Colleges and training providers have the freedom and flexibility to determine how they use their community learning, to determine how best to meet their learners' needs.<\/p>

Currently, approximately half of the AEB has been devolved to seven Combined Mayoral Authorities (CMAs) and the Mayor of London, acting where appropriate through the Greater London Authority (GLA). Devolution of the AEB gives CMAs and the GLA direct control over adult education provision for their residents and provides local areas the opportunity to better meet local needs. The ESFA is responsible for funding AEB learners resident in non-devolved areas including South Yorkshire currently.<\/p>

Sheffield City Region is due to take on adult education functions from the 2021/22 academic year. We will continue to work with Sheffield City Region to support their preparations for devolution.<\/p>
