On 10 February, the Secretary of State announced an unprecedented investment in building safety and hundreds of thousands of leaseholders will be protected from the cost of replacing unsafe cladding on their homes. The Government has rightly targeted funding at the removal of dangerous cladding to make homes safer, quicker \u2013 the costs for remediating this are high, and the risks posed by it are also high.<\/p>

Our approach prioritises action on buildings 18 metres and above, where risk to multiple households is greater when fire does spread. This is in line with longstanding expert advice on which buildings are at the highest risk.<\/p>

We want to go further, and through an additional package we will provide a financing scheme for the remediation of dangerous cladding to support remediation of buildings of between 11 and 18 metres in height. As part of this financing scheme, leaseholder payments towards remediation costs will be capped at a maximum of £50 per month.<\/p>

We are also providing\u202f£30 million\u202fin\u202ffunding\u202fto pay for the costs of installing an alarm system in high rise residential buildings with unsafe cladding. Common alarm systems will enable costly waking watch measures to be replaced in buildings waiting to have unsafe cladding removed.<\/p>

Section 11 of the Building Safety Bill: Impact Assessment provides estimates of the average costs per building for addressing safety remediation in high rise (18m and above) buildings. The Government has introduced a number of measures to support businesses that have been affected by the covid-19 pandemic. The Department also published guidance for tradesmen, so that they could continue to operate safely while carrying out installations in people\u2019s homes.<\/p>

In March 2020, as part of the budget statement, the Government extended the lifetime of the Domestic Renewable Heat Incentive (DRHI) scheme by an additional 12 months, so it is now scheduled to close at the end of March 2022. The extension will provide support for businesses and the installer supply chain for an additional year.<\/p>

The Department is also making a further amendment to the regulations to relax the requirement for installations to be accredited to the RHI within 12 months of the installation taking place. This will help both consumers and businesses who have been unable to complete building work due to the. On 22 February, there were three cases of Covid across the Driver and Vehicle Licensing Agency (DVLA)\u2019s workforce of more than 6,000 staff.<\/p>

<\/p>

Since January, more than 5,000 lateral flow tests have been carried out with DVLA contact centre staff, with no positive results identified. This scheme is currently being extended to other DVLA staff working across its estate undertaking work which cannot be done from home.<\/p>

<\/p>

All staff whose jobs can be done remotely are working from home, with now more than 2,000 staff doing so exclusively. Extensive safety measures have been put in place across the DVLA\u2019s sites. These include enhanced cleaning, social distancing leasing an additional building, perspex screens installed, floors divided into zones with no mixing within zones, one-way systems introduced, and communal areas closed.<\/p>

<\/p>

The DVLA has made significant investment in making its estate Covid-secure, working closely with Public Health Wales, Swansea Council\u2019s Environmental Health team and the trade union. Swansea Bay University Health Board has confirmed a high level of compliance with control measures and did not identify any additional concerns over the control regime in place.<\/p>

Throughout the pandemic, the DVLA has implemented Welsh Government legislative requirements and advice fully, including the workplace guidance for offices and contact centres. The organisations mentioned work closely with the DVLA and regularly review the measures in place. When advice is revised, it is acted upon and changes made quickly.<\/p>

Passenger demand has fallen dramatically over the last year in response to COVID-19. Due to this and a potential future shift in passenger behaviours, future rail income is also uncertain. The Civil Aviation Authority has just completed statutory consultation on their charges for 2021-22, including the cost of a commercial pilot licence. I expect the CAA to review its proposals in the light of the consultation responses and then to consult the Secretary of State on the charging schemes. I can assure the Honourable Member that we will scrutinise the schemes carefully when they come to us to ensure that they are fair, justified and proportionate, especially at this unprecedentedly challenging time. The January 2021 census will be used to determine pupil premium eligibility for alternative provision and pupil referral units for the financial year 2021-22. Pupil premium eligibility for mainstream and special schools will be based on the October 2020 census. The Department will confirm pupil premium allocations for the financial year 2021-22 in June 2021.<\/p>

Data on the number of pupils who have become eligible for free school meals since 2 October 2020 is currently being collected in the spring school census and is not yet available.<\/p>
