Littering is a criminal offence, with a maximum penalty on conviction of a fine of up to £2,500, although most enforcement is carried out by local authorities using fixed penalties. Following consultation, with effect from April 2018, we increased the maximum fixed penalty for littering from £80 to £150, and from April 2019, the minimum fixed penalty was also raised from £50 to £65. We have also given councils in England (outside London) new civil penalty powers to tackle littering from vehicles. We have no plans to make further changes to the level of fixed penalties or fines for littering and have made no specific assessment of the potential environmental merits of doing so at this stage.<\/p>

Enforcement action should only be taken when it is in the public interest to do so. Enforcement action should always be proportionate, and penalties should not be issued for trivial offences or accidental littering.<\/p>

Schools and colleges continue to be best placed to make decisions about how to support and educate all their pupils during this period, based on the local context and staff capacity.<\/p>

Where year groups are returning to school, we would expect school leaders and teachers to consider their pupils\u2019 mental health and wellbeing and identify any pupil who may need additional support so they are ready to learn. They should also assess the stage pupils have reached in the school curriculum and the adjustments that may need to be made.<\/p>

No school will be penalised if they are unable to offer a broad and balanced curriculum to their pupils during this period.<\/p>

We will do whatever we can to ensure no child, whatever their background or location, falls behind as a result of the COVID-19 outbreak. So far, we have committed over £100 million to support remote education. We are providing laptops and tablets to vulnerable and disadvantaged children who would otherwise not have access and are preparing for exams in year 10, to those receiving support from a social worker, including pre-school children, and care leavers. Where care leavers, children with a social worker at secondary school and disadvantaged children in year 10 do not have internet connections, we will be providing 4G wireless routers to them so that they can learn at home.<\/p>

As well as announcing the biggest funding increase for schools in a decade, raising current levels by £14.4 billion over the next three years, we continue to pay schools quarterly additional funding worth £2.4 billion each year through the pupil premium to help them support their disadvantaged pupils. Since April 2020, pupil premium rates per pupil are at their highest ever.<\/p>

The Government is committed to making this country one of the best places to grow old in.<\/p>

Across the health and social care system in England there are already systems in place that are able to listen to the voices of older people and respond to their concerns, such as through Care Quality Commission Inspections, Healthwatch England and via the policy that all older and vulnerable people have a single named local general practitioner that can help them navigate health and care.<\/p>

We have previously considered the merits of introducing an older people\u2019s commissioner. However, we believe that the duties that would be covered by such a role are covered by work elsewhere in the system.<\/p>

The Department is continuing to assess the impact of the potential effect of school closure on children and young people\u2019s education attainment, including on remote education. We are working closely with schools, sector organisations, international institutions and across Government to understand the risks to education attainment and wellbeing, and identify the children and young people that need help.<\/p>

We are committed to ensuring that all children can continue to learn remotely in a number of ways during these very difficult circumstances, and are supporting sector-led initiatives such as the Oak National Academy. This new enterprise has been created by 40 teachers from schools across England. It will provide 180 video lessons for free each week, across a broad range of subjects, for every year group from Reception through to Year 10. By 24 May, over 2.3 million users had visited the Oak Academy site and over 8.6 million lessons had been accessed.<\/p>

We recognise that being paid promptly is often vital to SMEs to ensure their survival and growth. The costs of branded medicines are controlled by the 2019 Voluntary Scheme for Branded Medicines Pricing and Access and the statutory scheme for branded medicines.<\/p>

For unbranded generic medicines the Department relies on competition to keep prices down. This has led to some of the lowest prices in Europe and allows prices to react to the market. In an international market this ensures that when demand is high and supply is low, prices in the United Kingdom can increase to help secure the availability of medicines for UK patients.<\/p>

We continuously monitor overall movements in changes in prices of medicines through various methods including data from suppliers using the provisions in the Health Service Products (Provision and Disclosure of Information) Regulations 2018. However, it is too early to assess the full financial impact on the National Health Service and pharmacies in light of COVID-19.<\/p>
